JOB DESCRIPTION

Wood is currently looking for a Metering Lead to join our Operations and Maintenance (Operated Assets) Business Unit working on both of our Duty Holder Gas Terminals in the UK - SAGE at St Fergus (owned by Ancala) and CATS at Teesside (owned by Kellas Midstream).

The Operated Assets Service Line is an exciting and expanding area of our business and as an engineer in a duty holder role you are essentially performing a more traditional client role managing the asset as if it was our own. Between the above two mentioned assets we transport (by subsea pipeline) and process about 30% of the North Sea's gas production so the accurate fiscal metering of this gas both offshore (by our clients) and onshore (by our own teams) is of upmost importance.

If you are looking for a long term / secure role making Operational decisions and are a degree qualified engineer (or working towards this) with great inter-personal communication and influencing skills then this could be an opportunity for you. The role will require some occasional travel between both the sites but can primarily be performed from one location.

Full details provided below however within the role we are looking for someone comfortable managing compliance of the offshore shipper metering (which has 11 offshore entrants) through the management of a metering audit party, schedule and action tracking. You will also have asset management/plant engineering experience coupled with experience of terimal fiscal metering & analytical systems, alloctaion ststems and environmental metering systems. You will be the owner/author of key metering procedures and technical standatds as well as supporting project work.

The role holder will use their extensive technical knowledge, gained from within the oil and gas measurement industry to perform engineering assignments and produce a range of engineering deliverables with limited guidance and support.

RESPONSIBILITIES

Reponsibilities
  • Operating Management System - owner / author of local processes / procedures, standards and strategies related to the metering, environmental and analytical engineering discipline w.r.t. Measurement Manuals (Onshore and Offshore), Reporting, New Entrants etc.
  • Fiscal Systems - owner of the Gas Terminal Fiscal Measurement systems, ensuring maintenance completed as per regulatory requirements, identifying improvements to systems - including obsolescence reviews. Ensuring all fiscal systems are operated and maintained as per the requirements of international and national standards, Measurement manuals and good measurement practices.
  • Analytical Systems - owner of the Gas Terminal Analytical Measurement systems, ensuring maintenance completed as per regulatory requirements, identifying improvements to systems - including obsolescence reviews. Ensuring all analytical systems are operated and maintained as per the requirements of international and national standards, Measurement manuals and good measurement practices.
  • Environmental Systems - owner of the Gas Terminal Environmental Measurement systems, ensuring maintenance completed as per regulatory requirements, identifying improvements to systems - including obsolescence reviews. Ensuring all environmental systems are operated and maintained as per the requirements of international and national standards, Measurement manuals and good measurement practices. Working closely with the WOOD Environmental team to ensure all work is carried out and the terms identified in the approval permits are completed (uncertainty analysis etc.)
  • Independent Auditing - Owner of the Onshore and Offshore Audit contract, reviewing all audits, ensuring contract in place to allow completion of system audits as required, and identifying issues and improvements to auditing processes and procedures.
  • New Entrant process Co-ordination - Focal point for the New Entrant Process, ensuring MoC compliance, shipper and terminal work is competed in a timely manner to ensure any new entrant gas can be received by the agreed dates.
  • Ensuring offshore pipeline entrant Fiscal measurement systems are operated within agreed contractual limits and are compliant to contractual standards. When this is not possible the role holder will approve / reject any pipeline shipper requests w.r.t. dispensations, deviations, mismeasurements, and sampling. In doing so this ensure that any such requests have no negative impact on the pipeline or terminal operations.
  • Focal point for Regulatory Authorities (NSTA and NOD) and providing full updates and reviews as required to enable confidence with the regulators as to the operations and maintenance of the fiscal and allocation systems.
  • Conduct and lead the CATS Shipper Measurement Forums on a twice-yearly basis, to review shipper progress, identify good practices and any upcoming work scopes
  • Formal Studies / Assessments - represent the metering engineering discipline at formal studies / assessments such as Management of Change Risk Assessments and any Incident / Equipment Failure Investigations
  • Project work - directly manage / lead certain set piece activities such as projects. This includes all aspects of the work from justification, HSSE, specification, assurance (quality), procurement, planning, construction, commissioning and budget. For this role such set piece work could include major system modifications.
  • Help the Maintenance Team Leader with any coaching / development of the metering technicians
  • Emergency Response Team - this is optional and will depend on individuals circumstances
  • Measurement systems support - providing day to day support to both onshore technicians and offshore shippers, to ensure compliance to all fiscal and allocation processes and procedures
QUALIFICATIONS

Qualifications:

Hold an Engineering or Science Degree or perhaps be already working towards this.

Chartered engineer status is desirable but not essential.

Knowledge, skills and experience:

Extensive knowledge of Fiscal, Environmental and Analytical Measurement principles of operation.

Knowledge of Reliability, Availability and Maintainability theory and experience in critically assessing site equipment & system performance.

Knowledge of primary measurement equipment (Orifice, USM, Coriolis)

Knowledge of secondary measurement equipment (Pressure, temperature)

Expertise in topics such as Uncertainty Calculations, Flow computer systems, Flow measurement and Analytical instrumentation,

Offshore experience and management of offshore systems

Personal attributes:

Strong technical background with experience in operations and maintenance of Fiscal, Allocation, Analytical and Environmental systems.

Good all round communicator and team player.

Able to work under own initiative with minimal supervision.

Ability to lead / influence people including those out with own team.

Ability to network withing the industry to seek out specialist advice / guidance when required.

General business awareness of annual budget cycles and potential impact of actions on finance and / or plant operations.

Ability to make risk-based decisions on complex subject matter.
