- Provide post-award contracts support, analysis and advice to the Onshore & Operations Support Group aligned with QatarEnergy LNG policies and procedures.
Job Context & Major Challenge(s) - I
- Major challenges within associated job contexts include: (1) Interpreting the complexities of contract documents and responding accurately and comprehensively to all contract requirements to ensure all forms are met, (2) Understanding technical scopes, analysing risks, and ensuring no work is executed that is not stipulated in the contracts.
Key Job Accountabilities - I
- Provide effective post-award management of Onshore & Operations Support contracts in accordance with QatarEnergy LNG systems and procedures and aligned with the highest ethical standards.
- Maintain updated contracts list and track the validity and cap value utilization of the contracts on a continuous basis.
- Ensure Contractor Performance Evaluations are carried out on schedule and according to established evaluation criteria.
- Ensure contractor development is carried out on a continuous basis and that it is evaluated and monitored with emphasis on local content.
Key Job Accountabilities - II
- Provide guidance to end users in the pre-award stage to ensure compliance with company approved policies and procedures.
- Review ITPs for compliance to contracted rates before issuing them to the contractors and create purchase orders in SAP based on the approved ITPs.
- Support the development and finalization of the yearly Contracts Demand Plan.
- Analyse and provide the month-end and year-end accruals numbers in a timely and accurate manner.
- Develop and execute Contract Work Orders (CWO) including managing the final payments and close-out.
- Ensure all invoices are cleared on time and as per contract terms and conditions.
Qualifications
- Bachelor's degree in Engineering, Science or Business Administration.
Knowledge and/or Experience - I
- 8 years' experience in a cost and contracts management environment within the oil and gas industry.
