We are looking for an Area Head (Complex Planning & Optimisation) for our client who is a major provider of oil refining and petrochemical production services.
This role is based in Malaysia.

Job Purpose

Steer and drive the planning and execution of short and long term operational plans, strategies and initiatives for overall refinery, cracker and petrochemical productions to ensure overall complex production plan, schedule and profit are optimized as well as fulfilling customers’ requirement and business unit targets.
  
Key Accountabilities

1) Production Planning
Formulate and provide short term and long term direction for the management and operation activities of Production Planning department in the most optimized and effective manner by collaborating through Production Planning and Optimisation Committee (PPOC) and integrating various inputs such as supply outlook and market demands, logistic availability and economics impact as well as operational and facility constraints (i.e. both economically and operationally) in order to produce most optimized monthly operation and production plan and also the five year production plan for annual budget & production forecast.
2) Optimisation Strategies & Initiatives
Drive and lead the development of short term and long term Optimisation Strategies & Initiatives and also purchasing strategy for the most optimum monthly feedstock diet by providing direction and guidance during the technical and commercial assessment on profit maximization and value improvement  based on integrated RC and PC Plants in order to achieve seamless operations, business sustainability and reliability as well as conforming to shareholder agreement on feedstock allocation based on Crude Oil Supply Agreement (COSA) and Crude Oil Supply and Services Agreement (COSSA). 
3)  Process Improvement & Optimisation
Direct and drive the implementation of monthly optimization plan to ensure maximum monetization of the hydrocarbon production via management of price risk and market volatility and operational constraint, while integrating the sales and requirements from both shareholders offtakers based on the product offtakers agreements under the JV outfit and which will be the basis for developing the overall product optimization monthly plan and strategy.
4)  Production Planning Representative in Production Planning Optimisation Committee
Lead and drive the syndication and negotiation with suppliers and offtakers in development of monthly operational plan together with Business & Services for PPOC approval and ensure compliance to Production Rule Book (PRB) and IORG by all parties in day to day operations as well as supporting the operationalization of existing contract and agreement as per COSA and COSSA.
5) Production Planning Tools and Performance Reporting
Formulate and develop strategy for overall Refinery, Cracking and Petrochemical plants optimization and simulation tools and data management by adopting standards and guidelines on planning model and data integrity, establishing corrective and validation method to manage the planning models and data inconsistencies and accountable on any information transmission to internal and external system in order to promote planning model and data integrity and accuracy for planning, operational and business performance reporting as well as facilitate informed decision making. 

Qualification & Experience

• Bachelor in Engineering (preferably in Chemical or others equivalent), Business Administration, and/or Finance and Accounting,
• 20 years’ operating experience in the petroleum industry with minimum of 10 years of working experience at managerial level, preferably with minimum 3 years technical working experience at a petrochemical plant,
• Minimum 5 years’ exposure either in production planning and/or scheduling, marketing, sales and/or supply chain related areas such as logistics e.g. warehousing, forwarding, haulage and shipping, customer and/or vendor management, inventory management, and Just-In Time (JIT) practices,
• In depth knowledge of the various facets of the petroleum, financial industry and working appreciation of the role and orientation of top management.
