Alaska Overview
ConocoPhillips is Alaska's largest crude oil producer and largest owner of exploration leases, with approximately 1.2 million net undeveloped acres at year-end 2022. The company produced an average of 200 thousand barrels of oil equivalent per day in 2022. ConocoPhillips has major ownership interests in two of North America's largest legacy conventional oil fields, both located on Alaska's North Slope: Kuparuk, which the company operates, and Prudhoe Bay. Additionally, ConocoPhillips operates several fields on the Western North Slope. The company has an ownership interest in the Trans-Alaska Pipeline System (TAPS) and owns/operates the Polar Tankers fleet.

Willow Overview
Located on Alaska's North Slope in the National Petroleum Reserve (NPR-A), the Willow project is estimated to produce 180,000 barrels of oil per day at its peak. During construction, Willow is expected to create around 2,500 jobs, with a majority of labor provided by union workers. The development is estimated to create 300 permanent jobs.

The economic impact of the Willow project will be sizable. According to the Bureau of Land Management (BLM) estimates, Willow could generate between $8 billion and $17 billion in new revenue for the federal government, the state of Alaska, the North Slope Borough, and local communities. The initial phase of Willow development will include a new Willow Central Processing Facility (WCF), three drill sites, pipelines, roads, bridges and supporting infrastructure.

Description
The Willow Pipeline Mechanical Project Engineer will organize and control project work and assist the Project Lead in overseeing day-to-day activities of the Willow Pipelines project contractors to complete all activities and deliverables within the baseline schedule and in compliance with the agreed specifications and standards.

Your responsibilities may include:
  • Ensure that decisions for pipelines are made in alignment with all relevant Project Team members, contractors and stakeholders, and maintains records of decision basis
  • Manage timely review of Technical Queries and preparation of responses
  • Coordinate Company review of project deliverables and engage technical authorities as required
  • Provide input to key deliverables such as Basis of Design, Project Execution Plan, Schedule, Cost Estimates, Risk Register, Construction Execution Plan, etc.
  • Coordinate field work activities and engineering walk downs and support, including up to 10% personal travel to North Slope
  • Support Project Lead in the preparation of presentations on project issues and updates for Management
  • Assist in monitoring contractor progress, manpower, and budget
  • Keep team members informed on Project progress and developments
  • Monitor Project change and variation orders
  • Promote knowledge sharing and contribute to good communication and cooperation with Management and key individuals

Basic/Required:
  • Must be legally authorized to work in the United States on a full-time basis for anyone other than current employer
  • Bachelor's Degree or higher Mechanical Engineering or foreign equivalent
  • 7+ years experience in pipeline design and installation
  • 3+ years arctic project experience
  • Willing and able (with or without reasonable accommodations) to travel 10% on an annual basis

Preferred:
  • Advanced communication and interpersonal skills
  • Advanced project management and leadership skills with the ability to support project definition and make decisions within well-defined parameters required.
  • Ability to identify problems, apply knowledge and develop potential solutions incorporating input from key stakeholders required
  • Takes ownership of actions and follows through on commitments by holding others accountable and standing up for what's right
  • Builds effective solutions based on available information and makes timely decisions that are safe and ethical
  • Builds positive relationships based on trust and seeks collaboration across organizational boundaries to achieve goals
