- ProvideSHES direction, guidance and leadership to NFXP Onshore PMT and CONTRACTOR(s)across all EPC Packages within the assigned area.
- Performoversight of NFXP Onshore safety culture transformation process and humanfactors related performance to ensure Project and QatarEnergy LNG performanceexpectations are met.
- Support theNFXP Onshore EPC CONTRACTORS and provide expert advice and guidance oneffective safety culture development and transformation, and drives continualimprovement during all phases of the Project.
- Supportsthe SHES Excellence Division Manager in developing, evaluating and continuallyimproving the SHES Performance Excellence elements of the PMT and CONTRACTORSafety, Health, Environment and Security (SHES) management systems, and theeffective implementation of SHES plans and procedures at site in accordancewith the requirements stipulated in the Contract SHES Instructions Part 1 to 5,and CONTRACTOR's SHES plans and Procedures.
- Supportsthe SHES Excellence Division Manager in the design and implementation of safetyculture transformation initiatives, and drives sustainability and continualimprovement of these programs in all phases of the project.
- Support PMTand CONTRACTOR incident investigation teams of all EPC packages in theinvestigations of human factor related incidents, during both, investigationsand development of corrective actions.
KeyAccountabilities:
- Supports the NFXP Onshore project in all SHES relateddisciplines and scope of work but with specific SHES focus on developing safetyculture and improving human factors related performance,
- Supports the continual improvement of the SHES managementsystem and its associated plans and procedures.
- Supports the SHES Excellence Division Manger as the keyfocal point for the overall project SHES performance management.
- Provides oversight of EPC CONTRACTORS and Subcontractorssafety culture programs and drives performance excellence across all EPCdelivery packages.
- Support SHES audits relevant to the project SHES managementsystem, and participates in PMT and CONTRACTOR SHES assurance activities asrequired.
- Provide strategic advice and support to the SHES ExcellenceDivision Manager, and ensures effective implementation of safety cultureprograms and human factors principles project-wide, consistent with establishedNFXP Onshore SHES strategy, goals and objectives.
- Coordinate Third Party support services as required andoversees the delivery of such service in accordance with established serviceagreements.
- Act as advisor when requested in the development of projectSHES policies and procedures related to performance enhancement.
- Keep up-to-date with international developments in safetyculture and human factors methodologies for continual improvements.
- Drives and oversees the project Human & OrganisationalPerformance (HOP) program and human error management.
- Suppports the PMT Incident Division Manager duringinvestigations in relation to human factors related root causes andcollaborates to devise suitable corrective actions and lessons learned.
- Supports PMT and Contractor investigation teams by providingsubject matter expertise in terms of human factors and other relatedcontributing factors of incidents.
- Supports the review, analysis and presentation of incidentstatistical data in terms of human factors related incidents.
- Reports to SHES Excellence Division Manager (SharedResources)
- Functionally reports to the Incident Division Manager(Shared Resources)
MinimumRequirements:
- NVQ Level 5 Diploma,or Bachelor of Science, or NEBOSH National/International Diploma inOccupational Health and Safety
- TapRooT® Advanced Root Cause Analysis Team Leader (orequivalent)
- Human Factors and/or Safety Culture related qualification
- Minimum of twelve (12) years industry relevant HSEexperience, with strong focus on safety culture, human factors andinvestigation experience.
- International project experience with Tier-1 EPC Contractorsor Client, involved in the construction of onshore production facilities (i.e.greenfield and brownfield work).
- Sound knowledge of the project execution process inlarge-scale project environments (expenditure >US$ 1 Bn).
