Technical Asset Operations (TAO) team aims to develop central, competitive capabilities delivering end-to-end value through the AMS work processes as an integral part of our Downstream Manufacturing (DS-M), Integrated Gas & New Energies (IGNE) and Upstream (UP) asset teams. We support the business worldwide and often do so together with the deep capability of our Project & Technology (P&T), Information Technology (IT) and Finance & Data Operations (FO-Data) partners. You are going to play a vital role in the delivery of continued efficiency and effectiveness improvement by bringing cross-business learning on key processes.

What is the role

The Cost Estimator scope involves supporting the delivery and maintenance of standard, consistent and realistic cost estimates reflecting the assessed risk parameters for Portfolio/Programme/Projects throughout all the phases. The Project Cost Estimator shall work closely with project teams, Engineering Partner, and Vendors/Contractors to deliver.

What we need from you
  • Utilize cost methodologies and tools to produce cost estimates for all phases of project delivery process.
  • Incorporate project complexity factors into project estimates and assemble key input data such as project objectives, scope and execution plan.
  • Formulate methodologies for deriving quantities from design parameters.
  • Support project teams on scenario comparisons, uncertainty analysis and sensitivities on cost estimates, reflecting analysis of project risks.
  • Support reviews and assurance of cost estimates. Benchmark against historical performance, industry norms and established KPIs.
  • Assess prospect scope and develop consistent estimates ranging from Type 0 to Type 4.
  • Work with Planning & Cost Engineers to ensure alignment between planning and cost deliverables.
  • Arrange Estimate Kick Offs and Estimate Review meetings with the stakeholders
  • Develop Estimate Plan detailing how the estimate will be developed.
  • Develop Estimate Basis to document how estimate was developed.
  • Support process to collect actual cost performance, condition and normalize data for future use, develop metrics and benchmarking information.
  • Develop benchmarking packages at appropriate level to check estimate results from top down versus both internal and external comparable data. Work with IPA forms and reports to understand comparison of Shell projects to industry datasets
  • Utilize Technical, Economical, Commercial, Organizational & Political (TECOP) profile to establish appropriate deterministic cost contingency.
  • Support development of deterministic cost model and probabilistic cost analysis
  • Support project teams with presentations, dashboards
  • Update SharePoint with Estimates, Benchmark data and relevant data for future reference.

Key Experiences and Qualifications:
  • Engineering Degree in Electrical and/or Certification as a Cost Estimator or equivalent experience.
  • Preferably 4 years of electrical cost estimation experience on capital projects
  • Practical understanding of all phases of the project delivery process.
  • Working knowledge of a broad range of Project Controls systems, tools, and practices specifically in Oil & Gas industry.
  • Team player with good interpersonal skills and proven track record of being self-motivated.
  • Able to work across multiple projects largely unsupervised and deliver results within challenging deadlines and under pressure.
  • Experience in working in multi-discipline and multi-national teams, with well proven interpersonal & communication skills.
  • Strong leadership, communication, report-writing, and presentation skills.
  • Excellent analytical, oral and written communication skills
  • Customer focus and ability to work in a virtual environment/remote support to customers.
  • Skill in Excel, Access and Power BI
