Summary:
\r\n
Accountable for cost engineering duties on a project as a member of the delivery team. During the execution phase, responsible for production of project-specific cost reports and updates in accordance with company procedures. Responsible for maintaining and updating the delivery team's work breakdown structure, control budget and allowances, cost forecast and submission of required cost reports and phasing inputs to the project master cost report. Responsible for control and verification of contractor forecasts, payment milestones, change orders, and MOC in accordance with Contractor's project controls plan. Must identify cost trends and corrective or preventative actions to influence on-budget delivery of the project. Develop various \"what-if\" analyses or delay scenarios to determine any potential impact on both cost and schedule.

Key Responsibilities:

  • Provide dedicated Project Cost Engineering support to the Delivery Team including WBS management, Commitment Reporting, Value of Work Done (VOWD) and Accruals, Time-phased, Estimate/Forecast to Complete (ETC), Allowance Drawdown, Trending analysis, Change Management (Cost) analysis and review of MOC's

  • Must be proficient in SAP4Hana and Microsoft Office (Excel, Powerpoint, Word).
  • \r\n
  • Provide regular (weekly / monthly) reports to central project Reporting Team
  • \r\n
  • Implement reviews of contractor's cost forecast, inclusive potential changes and approved changes for incorporation into Delivery Team cost forecast
  • \r\n
  • Review contractor payment milestone / certificate submissions for accrual purposes and estimate time-phasing of remaining payment milestone achievements
  • \r\n
  • Monitor and report on long lead equipment and associated payment milestones
  • \r\n
  • Monitor and report on third party services contracts and associated cost forecasts
  • \r\n
  • Work closely with Delivery Team quantity surveyor and PC&P members, inclusive review of BOAQ's / Lump Sum Conversion of provisional sums
  • \r\n
  • Participate in KPI development, incentive initiatives and focused performance assessments
  • \r\n
  • Other duties or support as needed / requested by the Central Project Lead Cost Engineer

Qualifications:

  • 5+ years of Cost Engineering in the Oil & Gas industry
  • \r\n
  • Experience working on-site at fabrication yard preferred
  • \r\n
  • Megaproject expereince
  • \r\n
  • Upstream Oil & Gas project experience preferred
  • \r\n
  • Ability to relocate to South Korea
  • \r\n


We have an Upsteam Oil & Gas client based in the Houston Galleria area that is looking for a Cost Engineer to join their team supporting their upcoming megaproject. This position is initially based in Houston at the engineering contractor's office during the Design phase then will follow the work to Asia for the subsequent Construction phase, which will be based in the fabrication yard.
