Candidate Profile

Qualifications & Experience

• Diploma, Degree (or equivalent) Appropriate relevant qualification / discipline.

15+ years practical, relevant and progressive experience in preparation, negotiation, monitoring of complex technical contracts in the onshore and offshore oil or petrochemical industries. International project experience and Management experience.

• Qualified Contracts engineer with proven experience in Contracting processes and project services.

• Knowledge and understanding of project services and contract processes including management, amendment & close out of contracts.

• Demonstrable general knowledge & understanding of project control, commercial, legal and insurance issues affecting the Company in general, and "in depth" understanding where relevant to contracts for works, goods & services

• In depth knowledge and understanding of different means of contractor remuneration and their commercial implications, practical experience of their use.

• Good understanding of the technical domain in which the Project operates.

• Good communication, managerial & organizational skills, capabilities to take workload & work under pressure, able to work in a multicultural environment. Strong team leader able to take proper actions & decisions to respect targets, including reporting to his manager.
Ability to adapt & to represent the Company in discussions / negotiations with Contractors

Activities

Main Duties and Responsibilities

• Set up and proficiently manage the Contracts team in accordance with the project size and to fit the project objectives. Recruit adequate competences and resources.

• Coordinates the Contracting process for all Upstream activities including Enabling Infrastructure packages and particularly:

o Preparation and processing of adverts to be published in Uganda (for local Call for tenders.)

o Coordination of the Prequalification process of potential Contractors and suppliers.

o Preparation of the Call for tender documentation, Review / assessment of Contractual/Commercial "volumes" of the call for tender, preparation of the Recommendation to award for Commercial & Contractual parts, participates to the negotiation of the Contracts.

o Organization of Contracts Management Committee.

o Debrief unsuccessful prequalifiers / tenderers as applicable.

• Coordinates the administration of Upstream Project Contracts, and particularly:

o Review and accept Contract administration management documents prepared by Contractors & Vendors

o Ensure consistency & adequacy of documents such as Performance Bonds, Bank Guarantees, Invoices.

o Preparation of official correspondence with Contractors.

o Assistance to the negotiation of Change Orders on contractual and commercial aspects.

o Assist the Company Contract Representatives in the timely issue of interim and final certification, application of any notification window mechanism and adoption of any chosen options.

• Actively follow relevant markets, gathering and using information received, developing and maintaining market information systems to provide up-to-date details of both market conditions and contractors/suppliers.

• Be open to receive contractor/supplier representatives and proactively build and maintain relationships with contractors/suppliers in order to secure positive, constructive and cost-effective commercial agreements for the Project.

• Provide day to day coordination with the Upstream Project Manager, Package Managers and Engineering Manager, including attendance to dedicated and routine meetings .

• Participate to project management meetings & Project Stakeholders meetings as required and report main activities and areas of concerns.

Context & Environment

There is no equivalent project of such an industrial drilling magnitude in a remote and sensitive area within the Company today. The Tilenga oilfields are partly situated in a protected National Park, partly beneath the river Nile wetlands area, and within densely populated area in a rural and remote part of Uganda. Activities exposed to the risk of major incidents with severe potential consequences due to local environment and important presence of NGO's. Factory Drilling with a well delivered every 4 days using 3 drilling rigs simultaneously will necessitate standardization of equipment and procedures, strict enforcement of Drilling & Well instructions, safe and efficient logistic management on site. The project is focused on delivering the lowest possible cost, which requires challenging TotalEnergies design concepts as well as substantially challenging the TotalEnergies referential.

Multicultural environment: Contractors are anticipated to be located in various parts of the world. Ugandan rules and regulations, administrative requirements and technical authorizations as well as International codes for onshore plant will apply.
