NATURE & SCOPE
  • The lead Process Safety Engineer, reporting to the APQ Engineeing Manager , has direct responsibilities for Process Safety activities to the APQ Sites, with a goal ' to achieve ZERO Process Safety Incidents'. The technologies supported include Air Separation (ASU), Hydrogen and CO production (HYCO) & Carbon capture plants.
  • This position interfaces with Air Products global, regional, and local Process Safety Engineers, Regional Operations team members, project and design engineering teams, and other technical support personnel in the execution of the responsibilities of this position. The position will execute process safety standards, tools, programs, training, and work processes and help in implementing them for the Middle East Operations sites to prevent all future process safety incidents.
  • The Lead Process Safety Engineer facilitates the use of APQ and local regulatory process safety, fire protection, and security related standards/policies by working closely with the engineering, operation, and commercial teams to provide the process safety deliverables and solutions that are cost effective and meet the Process Safety standards and regulations.
  • During the engineering and execution of a project, the lead Process Safety Engineer is an integral part of the project team and provides operations support to the GEMTEProcess Safety Engineer. The incumbent provides appropriate input, guidance, or information to other engineering and design disciplines, and supports the commissioning and startup of the plant as required. During the operation phase, the incumbent facilitates or assists the operating team to implement the Process Safety Management Program. The objective is to ensure that all Process Safety Management elements are properly implemented to reduce or eliminate the potential for release of energy or material. The incumbent also supports interface activities between the sites and the customers ensuring process safety requirements are met.
  • The Process Safety Engineer leads or performs Hazard Reviews (OPHR & PHA), Qualitative Risk Analysis (QRA), Quantitative Risk Analysis, Mechanical Integrity consultation, Safety Integrated System analysis (SIS), Management of Change (MOC), Process Safety Management (PSM), Operation Readiness Inspections (ORI or PSSR), Security Vulnerability Assessments (SVA), Compliance Audits, and Process Safety training.

PRINCIPAL ACCOUNTABILITIES

Safety
  • Maintain a safe work environment. Demonstrate leadership with all company & industry safe work processes to prevent all injuries. Ensure proper documentation is maintained for safety related activities.
  • Ensure proper process safety work practices are understood and are being used in the plants.
  • Provide & maintain a safe work environment for self & others. Employs good housekeeping methods and demonstrate leadership with all company & industry safe work processes to prevent injuries. Ensure proper documentation is maintained for safety related activities.
  • Ensure the safety of all operations personnel by utilizing the Air Products Qudra Basic Safety Practice program, which includes Safety Work Permits, LOTO, Confined Space, etc. The position provides technical support for executing, organizing, and auditing the safety systems, to build the Air Products safety culture into the APQ organization.
  • Participate in meetings held by government departments which are responsible for the supervision of safety, environmental and fire protection, public security, implementing and executing relative requirements within APQ.
  • Assist in the certification and mandatory regular inspection of special equipment, lightning protection and grounding, toxic and flammable gas detection.
  • Participating in the major turnarounds & project activities of company facilities, ensuring the safety during this process
  • Coordinate employee safety committee meetings & programs and actively encourage employee participation and accountability in safety management programs.
  • Support in HSSE procurements process
  • Complete the assigned BSP on time.
  • Perform other duties as assigned.

Technical:
  • Lead and provide process safety services in, existing plant modifications, on-going operations, and continuous improvement and maintenance activities for the facilities in the Region. Ensure the activities related meet legal requirements related to process safety and comply with Air Products process safety standards.
  • Lead and/or facilitate Process Hazard Reviews for site modifications to ensure adequate existing safeguards and recommend additional safeguards as required to meet corporate safety target.
  • Conduct specialized risk studies, including quantified risk analysis in conjunction with the global team for company risk assessment or regulatory requirements.
  • Implement global process safety standards, tools, programs, training courses, and work process. Identify and implement continuous improvement efforts for improved process safety performance.
  • Provide process safety consulting support and recommend optimal solutions to the site's engineering, operating and commercial teams in execution of process safety requirements and to ensure compliance with Air Products standards and policies.
  • Assist in interpretation of national and local Process Safety Regulatory/Code requirements for the Middle East where the plant is installed and provide guidance to the project team. Assist in assessment or review for regulatory and permitting process.
  • Participate in the Site Vulnerability Assessment for the site, Root Cause Analysis and Accident Investigation (as requested) for incidents.
  • Participate in the interface safety activities providing Process Safety input and support to the commissioning and startup teams in order to meet process safety requirements. Primarily focused on existing facilities or where agreement is reached to provide this for sale of equipment.

Operations
  • Ensure the safety of all operations personnel by utilizing the Air Products process safety tools. The position provides technical support for executing, organizing, and auditing the safety systems, to build the Air Products process safety culture into the IG MEET organization.
  • Provide process safety engineering support to operations in order to effectively operate the ASU, HYCO & CCU plants to meet the APQ goals on process safety.
  • Ensure APQ standards and global best practices for process safety services are met

EDUCATION & EXPERIENCE
  • Bachelor's Degree in Chemical Engineering with 8 + years' experience in Engineering and/ or Operations in a technical role with a focus on Process Safety. An Advanced Degree is preferred
