Job Description and Qualifications

Purpose

The Jazan Integrated Gasification & Power Company (JV) is a 3 partner, $12bn JV that is closely integrated with a 400 000 barrel per day crude refinery. The refinery will supply up to 100000 barrels per day vacuum bottoms from its crude distillation unit to 15 Shell Gasifiers in the JV. The gasifiers will feed 4 Acid gas removal (AGR) trains where after the gas will split to feed 2 Hydrogen Recovery Units that will produce hydrogen for the refinery while the rest of the syngas will go to 10 gas turbines that together with 5 heat recovery steam generator and 5 stream turbines will produce 33000 ton of steam and 4000MW of power daily. Oxygen (22000 ton per day) and nitrogen (60000 ton per day) will be manufactured in 6 ASU's. The JV will also have the associated utilities, inclusive of desalination, water treatment, wastewater treatment, fuel gas, plant and instrument air and the main electrical substation.
The purpose of the high voltage electrical engineer is to provide electrical engineering oversight to ensure the working and safe & reliable operation of IGCC plant facilities under JIGPC in Jazan, Saudi Arabia.

Nature & Scope

Proper functioning of the power systems is critical to the safe, reliable, and efficient operation of the plant facilities and associated equipment & systems. As a member of the site engineering team, the HV Electrical Engineer will interact routinely with plant operations, maintenance, and other engineering personnel to provide "hands-on" field-engineering & troubleshooting support, instructions, system rectification and technical guidance related to the site's high voltage electrical systems. The position emphasizes teamwork, communications, organization, change management, work process optimization, planning, leadership, and hands-on technical skills with comprehensive knowledge across other engineering disciplines.

PRINCIPAL ACCOUNTABILITIES
Safety
  • Provide & maintain a safe work environment for self & others. Employ good housekeeping methods and demonstrate leadership with all company & industry safe work processes to prevent injuries.
Engineering:
You will provide Power systems engineering technical input and task leadership across the following:
  • Lead in the provision of engineering evaluation & determinations, issue technical direction & guidance, and oversee inspection & quality assurance initiatives for all power systems & equipment troubleshooting, maintenance, calibration, repair, and test activities.
  • Lead in the provision of engineering support & guidance during the construction & commissioning of the plants. Maintain accurate document control and monitor quality assurance initiatives.
  • Lead in the development of detailed engineering specifications (including sizing calculations) for the procurement of Instrument & Controls systems components and equipment.
  • Lead in the provision of engineering input for development and maintenance of power systems & equipment standards, procedures, best practices, inspection contracts, and contractor selection guidelines.
  • Implement and maintain compliance with all Critical Safety Circuits (CSS), Safety Integrity Levels (SIL), and Safety Instrumented Systems (SIS) implementation and revalidation programs.
  • Provide engineering support for the troubleshooting, maintenance, repair, and test activities for the plant's HV electrical system.
  • Develop, implement, and manage a comprehensive risk-based inspection and calibration program for all power systems & equipment.
  • Establish & maintain a relationship with the local inspection bureau, maintain relevant statutory, regulatory, technology standards, and code information consistent with JIGPC plant operational objectives.
  • Establish & maintain compliance with all company and local regulations.
  • Employ appropriate project development and project management activities (including scope, budget, schedule, execution strategies, risk plans, cost collection / reporting, etc.) for the execution of all projects and turnaround activities.
  • Promote an atmosphere of team spirit through good example, open communication, good listening, and timely problem resolutions.
  • Drive continuous improvement in safety performance, reliability, and cost of quality goals.
  • Establish & maintain relationships with regional Instrument & Controls systems & equipment suppliers.
  • Foster and support positive working relationships with internal and external customers.
  • Participate at professional association meetings to determine best practices being used in the industry and apply them to our power systems & equipment.
  • Support, mentor, and develop local electrical engineers.

JOB REQUIREMENTS
  1. Bachelor's degree of Electrical Engineering.
  2. Minimum 15 years of relevant experience in power plants, including medium and low voltage equipment:
    1. Switchgears
    2. Transformers
    3. Automatic transfer switches
    4. Adjustable frequency drives
    5. Variable frequency drives
  3. Experience in Front end Loading engineering project development.
  4. Experience in engineering studies:
    1. Short circuit studies
    2. Protection coordination studies
    3. Transient stability studies
    4. Load flow studies
    5. Ground studies
  5. Outstanding expertise in SEL, Siemens, Beckwith, and Alstom protection relays configuration.
  6. Experienced in the following Power Management System (PMS) functions:
    1. Fast Load shedding
    2. Load Restoration
    3. Black Start System
    4. Generation Control System
    5. Generation Shedding System
    6. Automatic Synchronization
    7. Tie Flow Control
  7. Experience in the Power Automation System (PSA) is a plus.
  8. Hands on SPPA T3000 and Honeywell DCS is a plus.
  9. Knowledge & understanding with the principles of: Safety Integrity Level (SIL), Safety Instrumented System (SIS), Safety Instrumented Function (SIF), Supervisory control and data acquisition (SCADA)
  10. Knowledge of industry codes and standards applicable to Oil and Gas and Refining Industries (API, ISA, NEC / IEC, NFPA, ASME, etc.) and preferably also Saudi Aramco standards and working practices.
  11. Emphasis placed on safety, teamwork, and aptitude toward challenging work. Skills related to outage planning, organization and communication are highly desirable.
  12. Proficiency in English speaking and writing.
  13. Good interpersonal and teamwork skills with the ability to communicate clearly and effectively throughout all levels within the organization.
  14. Experience in leading and guiding technical employees.
  15. Knowledge and understanding of local statutory / regulatory inspection requirements.
