Our client a major Energy operator are looking to add a Head Civil & Structural Engineer to their team working in Nanterre, France until October 2024 until relocation to the Qatar offices from November 2024 onwards. 

The role will be a contract based opportunity of 12months duration (renewable), for a 36months long project.

Job Description            –            Head of Civil & Structural Engineering
Part A:  Job Specification
Job Purpose    
  • Oversees Civil/Structural engineering discipline during FEED phase, in covering all aspects of civil/structural design to ensure technical objectives are met within the approved scope, budget and schedule. 
  • Ensures that technical requirements (such as project specifications, data sheets, procedures, etc.) developed during FEED fully comply with project requirements.
  • Provides clear guidance to the FEED contractor and facilitate resolution of technical issues to complete civil/structural engineering activities to meet project objectives and milestones..

Job Context & Major Challenge(s)      
  • Verify the design and implementation of Civil/ Structural deliverables including earthworks, buildings, structures, piperacks, G&A, plant lay-out and 3D model. 
  • Major challenges for this role are (1) effectively managing FEED Contractor and Civil/ Strutural Engineering team to deliver technical input in accordance with project requirements from contract award until EPC contract award; (2) maintaining constructive working relationships with FEED Contractor, its subcontractors and vendors to ensure delivery of workscope in accordance with project requirements and (3) maintaining relationships with stakeholders (e.g. Operations and SHE and Quality) to ensure alignment of Engineering deliverables.

Key Job Accountabilities

1.           Accountable for ensuring execution of work is technically aligned and in compliance with the client, Policies, Standards of Business Conduct and the client Project Management System.
2.           Provide Civil/ Structural Engineering knowledge, design, quality assurance and expertise while managing the Piping team in accordance with project deliverables and execution schedule.

3.           Direct the preparation and stewardship of Civil/ Structural Engineering scope of work in FEED contract, advise and recommend design procedures, processes, deliverables and alternative studies, as required, to optimise project cost and schedule and minimize impact on the EPC.

4.           Interact with Engineering Team Management to complete multi-discipline engineering activities, ensuring alignment with the Engineering Manager on project engineering needs, objectives, and requirements.

5.           Manage FEED Contractor's Piping Engineering activities including validation of personnel numbers, qualifications and experience; usage of appropriate design tools, including computer hardware and software; adherence with all project objectives, requirements, specifications, standards, procedures, execution plans and design verification processes.

6.           Assess and validate FEED Contractor capability in providing all contract documents, progress measurement and reporting, and recommends additional technical support to address gaps.

7.           Manage the technical attachments and scope descriptions for relevant contracts including the timely delivery of all purchase orders.

8.           Responsible for the Civil/ Structural Engineering schedule and related milestones, provide data (narrative, charts, graphs, change management recommendations and recovery plans to address any schedule delays) for monthly progress and stewardship reporting.

9.           Accountable for sharing previous lessons learned and ensuring current lessons learned and captured and communicated to support review teams and future projects.

10.        Develop, review and amend various policies and procedures to ensure that all Civil/ Structural engineering references are up to date and relevant.
 
Part B:  Person Specification – Minimum Requirements

Qualifications
  • Bachelor’s degree in civil engineering discipline or equivalent.
  • Professional registration with accredited Regulatory Body desirable (PE, C.Eng., EUR ING, or equivalent)

Knowledge and/or Experience
  • 15 years of experience at a senior Civil/ Structural Engineering supervisory level with a broad knowledge of engineering execution including design standards, specifications, codes, safety criteria and construction.

Technical and Business Skills             
  • Excellent written and oral English skills.
  • Strong organisational, planning and coordination skills.
  • Strong technical, prioritisation and management skills.
  • Strong communication and team working skills.
  • Good communication, influencing and interface skills.
  • Proficient in Microsoft Office suite of software programs, Lotus Notes, etc.
