Job Description and Qualifications

Purpose
To provide Instrument & Controls project engineering ownership and oversight to ensure the success of the FAITS project for the working and safe & reliable operation of IGCC plant facilities under JIGPC in Jazan, Saudi Arabia.

Nature & Scope
The Jazan IGCC is the world's largest IGCC and ASU facility producing 2100 MMSCFD syngas, 18,000 MT/Day Oxygen and 4 Gigawatts of power. Facilities and assets include; residue gasification, acid gas clean up (Rectisol), soot ash recovery, sulphur recovery (Claus & Scot), combined cycle power plants, materials handling systems, hydrogen recovery, air separation, water utilities systems and waste water treatment facilities.
The Project Delivery team have a requirement for an experienced Senior Instrument and Controls Project Engineer to oversee and act as the JIGPC I &C Technical Authority (TA) for the EPC Contractor during detailed design, construction, and commissioning on the world class FAITS (Facility Advanced Integration & Trips Solution) project.
Proper selection, engineering design and functioning of Instrumentation & Controls are critical to the safe, reliable, and efficient operation of the plant facilities and associated equipment & systems affected by the project. As a member of the Project Delivery team, the Senior Instrument and Controls Project Engineer will act as the TA for the EPC Instrument & Control activities including scope, schedule and delivery performance management as well as ensuring the engineering design is in accordance with industry and Company standards. The role requires the right individual to take ownership of the engineering decisions and ensure the EPC Contractor delivers the project scope to the highest standard for this highly critical project for the business.
The Individual will be required to interact routinely with the EPC engineering team, site engineering team, plant operations, maintenance, and other engineering personnel to provide both office-based engineering and "hands-on" field-engineering & troubleshooting support during commissioning. The individual will need to be confident in providing timely project progress updates, leadership instructions, and technical guidance related to the project and existing plant Instrumentation & Controls systems. The position emphasizes teamwork, communications, organization, change management, work process optimization, planning, leadership, and hands-on technical skills with comprehensive knowledge across other engineering disciplines.
The role will sit within a multidisciplinary engineering project team under the supervision and guidance of the project Technical Lead whilst reporting directly to the Project Manager.

PRINCIPAL ACCOUNTABILITIES

ENGINEERING DUTIES AND RESPONSIBILITIES:
You will provide instrumentation and process control engineering technical input and leadership across the following:
  • Lead in the provision of engineering evaluation & determinations, issue technical direction & guidance, and oversee inspection & quality assurance initiatives for all Instrument & Controls systems & equipment.
  • Lead in the provision of engineering support & guidance during the construction & commissioning of the plants. Maintain accurate document control and monitor quality assurance initiatives.
  • Lead in the development of detailed engineering specifications (including sizing calculations) for the procurement of Instrument & Controls systems components and equipment.
  • Lead in the provision of engineering input for development and maintenance of Instrument & Controls systems & equipment standards, procedures, best practices, inspection contracts, and contractor selection guidelines.
  • Implement and maintain compliance with all Critical Safety Circuits (CSS), Safety Integrity Levels (SIL), and Safety Instrumented Systems (SIS) implementation and revalidation programs.
  • Provide engineering support for the troubleshooting, maintenance, calibration, repair, and test activities for existing plant affected by the project activities.
  • Work with the site engineering team to maintain a relationship with the local inspection bureau, maintain relevant statutory, regulatory, technology standards, and code information consistent with JIGPC plant operational objectives.
  • Establish & maintain for the project, compliance with all company and local regulations.
  • Employ appropriate project development and project management activities (including scope, budget, schedule, execution strategies, risk plans, cost collection / reporting, etc.) for the execution of all project C &I activities.
  • Promote an atmosphere of team spirit through good example, open communication, good listening, and timely problem resolutions. Contribute positively to team discussions and assist other disciplines to deliver quality engineering to meet the project schedule.
  • Drive continuous improvement in safety performance, reliability, and cost of quality goals.
  • Establish & maintain relationships with regional Instrument & Controls systems & equipment suppliers.
  • Foster and support positive working relationships with internal and external customers, in particular the EPC where support and guidance are essential to meet the schedule.
  • Support, mentor, and develop local I &C engineers.

JOB REQUIREMENTS
  1. Engineering Degree (BSEE / BEng preferred) with >15 years of relevant experience in chemical / refinery / gas plant maintenance / inspection / engineering / commissioning.
  2. Experience in Front End Loading and Detailed Design engineering project development through to construction and commissioning.
  3. Knowledge and application of industry codes and standards applicable to Oil and Gas and Refining Industries (API, ISA, NEC / IEC, NFPA, ASME, etc.) and preferably also Saudi Aramco standards and working practices.
  4. Experience in the following areas is highly desirable: Steam, Gas and Power control systems in particular Gas and Steam Turbine controls. Strong experience with Analog/Digital and PLC Logic Controls and Profibus protocol. A fundamental understanding of industry process automation networks is also desirable.
  5. Experience with Siemens PCS7 & T3000 and Honeywell Experion Distributed Control system (DCS). Experienced in engineering modifications including additional I/O capacity and cabling and tie-ins to existing systems. Knowledge of Supervisory Control and Data Acquisition (SCADA) and a proficient understanding of low voltage systems.
  6. Knowledge & understanding of the principles of Functional Safety: Safety Integrity Level (SIL), Safety Instrumented System (SIS), Safety Instrumented Function (SIF), Supervisory control and data acquisition (SCADA). Experienced in HAZOP & HAZID workshops.
