Job Description and Qualifications

Purpose
To provide plant Process Engineering project ownership and oversight to ensure the success of the FAITS project for the working and safe & reliable operation of IGCC plant facilities under JIGPC in Jazan, Saudi Arabia.

Nature & Scope
The Jazan IGCC is the world's largest IGCC and ASU facility producing 2100 MMSCFD syngas, 18,000 MT/Day Oxygen and 4 Gigawatts of power. Facilities and assets include; residue gasification, acid gas clean up (Rectisol), soot ash recovery, sulphur recovery (Claus & Scot), combined cycle power plants, materials handling systems, hydrogen recovery, air separation, water utilities systems and waste water treatment facilities.

The Project Delivery team have a requirement for an experienced Senior Process Project Engineer to oversee and act as the JIGPC Process Technical Authority (TA) for the EPC Contractor during detailed design, construction, and commissioning on the world class FAITS (Facility Advanced Integration & Trips Solution) project.

Properly functioning Process Controls is a combination of control engineering and chemical engineering, and is critical to the stable, safe, reliable, available and efficient operation of the plant facilities and associated equipment and systems, as well as the quality of the products produced. The Senior Process Project Engineer will act as the TA for the EPC Process Engineering activities including scope, schedule and delivery performance management as well as ensuring the engineering design is in accordance with industry and Company standards. The role requires the right individual to validate the engineering delivered by the EPC Contractor and ensure the EPC Contractor delivers the project scope to the highest standard for this highly critical project for the business.

The Individual will be required to interact routinely with the EPC engineering team, site engineering team, plant operations, and other engineering personnel to provide both office-based engineering and "hands-on" support during commissioning. The individual will need to be confident in providing timely project progress updates, leadership instructions, and technical guidance related to the project and existing plant systems. The position emphasizes teamwork, communications, organization, change management, work process optimization, planning, leadership, and technical skills with comprehensive knowledge across other engineering disciplines.
The role will sit within a multidisciplinary engineering project team under the supervision and guidance of the project Technical Lead whilst reporting directly to the Project Manager.

PRINCIPAL ACCOUNTABILITIES
Safety

Engineering:
You will provide process engineering authority across the following:
  • Lead the provision of engineering evaluation & determinations, issue technical direction & guidance, and oversee inspection & quality assurance initiatives for all Process Plant systems.
  • Lead the provision of engineering support & guidance during the construction & commissioning of the plants. Maintain accurate document control and monitor quality assurance initiatives.
  • Contribute to the development of detailed engineering specifications and philosophies in addition the checking of BOP calculations, flow rates and line lists.
  • Lead the provision of engineering input for development of process philosophies with operating procedures, best practices and guidelines.
  • Contribute to the development and implementation of comprehensive Advanced Process Control with APC Engineers on the individual IGCC units.
  • Establish & maintain compliance with all company and local regulations.
  • Employ appropriate project development and project management activities (including scope, budget, schedule, execution strategies, risk plans, cost collection / reporting, etc.) for the execution of all project process engineering activities.
  • Promote an atmosphere of team spirit through good example, open communication, good listening, and timely problem resolutions. Contribute positively to team discussions and assist other disciplines to deliver quality engineering to meet the project schedule.
  • Drive continuous improvement in safety performance, reliability, and cost of quality goals.
  • Foster and support positive working relationships with internal and external customers, in particular the EPC where support and guidance are essential to meet the schedule.
  • Support, mentor, and develop local Process Engineers.

JOB REQUIREMENTS
  1. Engineering graduate (BSEE preferred) with >15 years of relevant experience in chemical engineering or similar.
  2. Demonstrated "hands-on" experience in designing and maintaining quality assurance on process systems in manufacturing plants.
  3. Proficiency in creating, checking and validating process engineering calculations. Required experience in steam system process knowledge and gas systems and chemical composition understanding.
  4. Understanding of field instrumentation, analyzers, and control valve application requirements.
  5. A fundamental understanding of process plant interfaces for a IGCC.
  6. Understanding of the fields of advanced process control, process simulation (static and dynamic models), real-time optimization, model predictive control, digital control signal engineering and artificial intelligence (machine learning and neural networks).
  7. Solid understanding of fundamentals of chemical process and reaction engineering and thermodynamics.
  8. Candidates should also possess demonstrated math, analytical, trouble-shooting and problem-solving skills, an ability to think logically and systematically.
  9. Knowledge & understanding with the principle uses of: Functional Safety, Emergency Shut Down System (ESD), Supervisory control and data acquisition (SCADA), Distributed Control System (DCS) and familiar with Abnormal Situation Response (ASR) trip methods.
  10. Knowledge of industry codes and standards applicable to Oil and Gas and Refining Industries (API, ISA, NEC / IEC, NFPA, ASME, etc.) and preferably also Saudi Aramco standards and working practices will be an advantage.
  11. Emphasis placed on safety, teamwork, and aptitude toward challenging work. Skills related to outage planning, organization and communication are highly desirable.
  12. Proficiency in English speaking and writing.
  13. Good interpersonal and teamwork skills with the ability to communicate clearly and effectively throughout all levels within the organization.
  14. Experience in leading and guiding Process Control Teams and service providers.
  15. Knowledge and understanding of local statutory / regulatory requirements would be beneficial.
