My client in Milan, who are an International Oil and Energy Operator, are recruiting for a Procurement Lead on a contract basis. Rates negotiable.

Job outline:
Onshore facilities include 2 LNG trains, LNG and Condensate storage, Marine Facilities (Jetty and loading facilities), Utilities and Early Site Infrastructure (Resettlement Village, Security works, airport, permanent camps, and roads)
• Ensure implementation of the Procurement, Freight and Logistics scope by EPC Contractor (estimated value of $3 Billion)
• Monitor and administrate within the LS (Lump Sum) Contracts, EPC Contractor procurement activities (177 POs)
• Process ad-hoc Purchasing for the Onshore Package (Procurement, Expediting and Freight Forwarding)
Job responsibilities:
Project Restart Phase Monitoring and administration of EPC Contractor's Procurement process during the Onshore Package Resumption process after Long-term Suspension:
• Follow up of Procurement activities performed by EPC Contractor for Onshore package (Restart and completion of the remaining scope):
o Ensure flawless execution of all Contractor's Procurement activities in full compliance with the Project Integrated schedule
o Implementation of all procedures associated to EPC Contract
o Monitoring tender strategies, recommendations, due diligence on awards and subcontract/procurement management plan
o Negotiations with EPC Contractor/ Subcontractors (Vendors & Suppliers) and assist Procurement Lead for Contractual/Commercial matters and regarding disputed items on assessment of restart process or claims
o Ensuring performance and verification of the close-out of contractual amendments procurement workstream associated with the long term suspension (reconciliation of costs and Change Orders) including settlement of suspension Changes Orders for Procurement and Logistics workstreams
o Monitoring implementation of Contractor's revised Freight plan associated with EPC Contract, including confirmation of the Freight strategy and long-time storage (marshalling /at vendor) after restart
Post Award Contract Management - Ensure that the EPC Contract Procurement is managed in accordance with the agreed contractual terms
and conditions and that Company's interests are always protected:
• Monitoring of all the all contractual / sub-contractual amendments associated with the resumption of the EPC Contract, documents and
formal letters issued by the contracts and procurement team
• Ensure that all activities are executed in compliance with project standards and procedures
• Supervises / coordinates allocated EPC Contract's Procurement packages post PO execution by EPC Contractor (buyers, expeditors and Freight forwarding agents in the performance of their duties)
• Report process for Procurement Management activities, consolidation of reporting for Weekly / Monthly Reports to the package management and C&P management
• Supporting Procurement Lead for all questions/matters related to Procurement activities
• Liaise with all client entities such as Engineering, Construction, Operations, Legal, Insurance, Accounting and Local Content as necessary
• Carry out work in compliance with Company values and policies, relevant laws and regulations, agreed Company priorities and objectives, Company standards and procedures and good industry practices
Person Specification:
• Advanced Purchasing Technical Competencies required
• C&P tools advanced certification required
• Diploma: Engineer; Business school or equivalent.
• Professional experience: 10 years mini. 5 years of experience in similar position
o knowledge of Procurement and Freight and management in a project environment, in an international context
o skills to manage EPC Contractors
o Problem solving and planning / organizing / coordinating / controlling / reporting.
• Languages: excellent command of English mandatory
