What is the role?

- As the Electrical Engineer for Project/Turnaround (TA), you will be based on Pulau Bukom under the Site Infrastructure & Programme, Electrical & Instrument Project & Construction Department.

Key accountabilities include the following:

- Responsible as Project Engineer, manage and execute Electrical scope/element of capital projects in the Development and Execution phase in a safe, timely, reliable manner and within budget.

- Lead, plan and execute projects/integration and execution of the TA projects/initiatives/costing/procurement and ensuring Health, Safety, Security and Environment (HSSE) compliance, deliveries and quality standard.

- Provide technical review, scope clarity, cost estimate & schedule input, constructability, etc, for Capital Project in Define and Execute phase.

- Lead and supervise team of Electrical staff / contractors to support delivery of Site Capex Plan & Turnaround (TA)/pitstop.

- Ensure compliance to the site project process including the application of Opportunity Realisation Standard (ORS). Implement and manage electrical project & construction works and ensure works are carried out efficiently according to design and specification, HSSE, Company Standards and best practices.

- Provide electrical engineering support for projects at various development phases including cost estimation, schedule. Take the lead for projects with high Electrical work content as well as to liaise closely with various stakeholders (consultants/specialists/government bodies) to ensure projects comply with statutory obligations.

- Co-ordinate and plan electrical works and resolve and manage all technical issues of electrical engineering during project execution.

- Ensure all TA and capital Projects comply with relevant HSSE legislative, ISO14001, OSHA18001 and company requirements e.g., Project and TA safety assurance plan / Work safety practices aligning with the Company's HSSE policies and procedures.

- Provide support and inputs to contractor risk assessments and mitigation plans supporting the use of tools such as a Job Hazards Analysis and daily Task Hazard Assessments.

- Coordinate and lead the Permit to Work (PTW) process.

- Support contractor to identify, coordinate, and mitigate risks associated with Simultaneous Operations (SIMOPs) if any.

- Respond to any safety incidents arises and following proper incident notification process in investigations, and complete action items as required to prevent reoccurrence.

- Participate in TA & project HSSE reviews as and when necessary.

- Ensure that all staff and contractors under his / her charge adhere to HSSE rules & regulations and procedures and Singapore local regulatory requirements.

- Implement assigned controls identified in the HSSE-MS, such as those in the HEMP, Refinery Bowties, Hazard Sheets and HRAs.

- Be a Senior/Authorised Electrical Person (SAEP/AEP) to carry out HV and LV isolation/de-isolation as per ESR (Electrical Safety Rules) and Authorised Engineer (include review & approve Safe Work Method Statement, JSA/JOHAN, Permit, etc) as per company Permit-to-Work (PTW) procedure.

What we need from you

- Diploma or University Degree in Electrical / Power Engineering.

- Minimum 10 years of related work experience in Oil/petrochemical plants.

- Good understanding of the various international standards and local regulations.

- Ability manage project (Electrical installation / Construction/ Commissioning, change management, etc.), plan & execute TAs, work in Brownfield project environment, coordinate, and work with different stakeholder e.g., Plant operation, other Engineering disciplines (Civil, Rotating, Instrument, Control, Lifting, Mechanical, etc.).

- Experience in project/activity scheduling and interpreting cost reports for cost control tracking and intervention will be a plus.

- Strong communication skill and ability to breakdown technical details to non-technical stakeholders.

- A good team player who is results-oriented, driven & proactive problem-solving mindset.

- Work experience coupled with these technical knowledge/professional certification will be desirable:

-> EPC/EPCm project type environment.

-> TA Planning & Execution Experience in plant TAs/Pitstop/Shutdown.

-> Hands-on work on HV & LV switchgear/transformer, motors, VSD, UPS, EDG, PLC, Protection relays, SCADA/ENMCS, include installation, testing, commissioning, and maintenance.

-> Permit to Work (PTW) process.

-> Front-line field troubleshooting of electrical, defect identification and root cause analysis (RCA) or causal learning.

-> Licensed Electrical Worker (LEW) / Professional Engineer (PE) holder and CompEx (Ex inspector) certified would be a plus.

-> Appointment as Senior / Authorised Electrical Person or equivalent as per existing company’s ESR (Electrical Safety Rules).

-> Appointment as Authorised Engineer or equivalent as per existing company’s Permit-to-Work (PTW) procedure (include review & approve Method Statement, JSA/JOHAN, Permit, etc).

- Skills/Competencies required include Electrical safety/equipment - hardware/power system (testing / commissioning / troubleshooting); Electrical Project execution, construction and management; Electrical Turnaround/Shutdown Event planning, execution, work process.
