Overview Position Summary: Lead Network/ Communications Specialist is responsible for leading and or performing the day-to-day installation, administration and maintenance of all U.S. Army Corps of Engineers (USACE), Europe District (NAU) network infrastructure and connectivity. Supports current and future sites within the NAU enclave. Network and telecommunication administration services provide design and administration services for infrastructure and connectivity across the entire OSI model, recommends products, develops and implements security practices specific to the network technology area, and ensures inter/intranet communications between the Corps of Engineers Network (CorpsNet, and all NAU sites, and the NAU District Datacenter and COOP Datacenter). Provides support to the maintenance and use of the SIPRNET in coordination with the local Signal Battalion as determined by the KO or their designated representative. Services for the LAN/WAN system include initial pre-purchase consulting, design, cabling, implementation, integration, VPN maintenance, and overall documentation. Subtasks under this service include the support and maintenance of the NAU-IM DNS and DHCP Services, LAN/WAN Topology Updates, maintenance of Embassy circuits, telephony services and conferencing management, communication line invoicing, and circuit maintenance and outfitting. Place of Performance: Wiesbaden, Germany with possible travel to field sites throughout Europe Responsibilities This position description is subject to change at any time as needed to meet the requirements of the program or company. Maintains Domain Name System (DNS)/Dynamic Host Configuration Protocol (DHCP) services for the management of all IP addresses (currently Microsoft) in use at supported sites. Maintains and updates topology maps detailing cabling, electrical hookups, numbers of nodes, numbers and types of communication devices, servers, desktops, laptops, peripherals, etc., on the NAU LAN/WAN. Assures embassy circuits maintain availability into NAU according to performance standards as outlined in the QASP. Provides all telephony services to USACE NAU including desk phones, VoIP, Call Manager, conferencing, MDM (to include mobile device deployment, inventory mgmt., and SIM provisioning), data-only SIM provisioning, and associated features Provides all data communication lines including current lines and any additional lines approved for by the Government. Provides all data connectivity between the NAU Headquarters’ office in Wiesbaden, the District field sites, and the USACE OCIO G/6. Activities include the following: installation, testing and evaluation, migration recommendations and plans, problem analysis/solving, maintenance, and de-installation. As requested, the contractor shall assist NAU in establishing new commercial circuits in the NAU Area of Responsibility (AOR) through a commercial provider of choice. Establishes network specifications. Analyzes workflow and security requirements. Analyses and addresses network performance issues such as availability, latency, utilization and throughput to enhance performance via network tuning Directs or performs installation, configuration, and testing of network equipment, establishing connections and firewalls and defining the policies and procedures of the network. Implements secure network access protocols and monitors and evaluates network configurations for issues Leads or performed network upgrades. Tests, evaluates, and installs network enhancements Performs other duties and assignments as required.
