Summary:

Tetra Tech ES, Inc. (Tetra Tech) is implementing the USAID funded Development of Regional Energy Markets program (D-REM) in South East Europe. A new sub-activity will be initiated under DREM, the Moldova Energy Transition Activity (META), that focuses on addressing the core vulnerabilities of Moldova’s energy sector.  META will lay the groundwork for the USAID Mission’s long-term bilateral program and focus on:  (1) physical and market integration, aligned with the EU’s Third Energy Package; (2) increased domestic power generation; and, (3) improved natural gas supply diversification. Tetra Tech will also establish a local office to provide on-the-ground technical assistance to the Ministry of Economy and Infrastructure, Moldelectrica, energy regulator (ANRE), and other stakeholders, prioritizing actions and developing flexible scopes of work to respond to pressing needs in the country.

 

Tetra Tech is now actively seeking a local META Energy Director.  The Energy Director will serve as the overall in-country project manager and team leader for the project.  S/he will be the primary point of contact with Tetra Tech’s home office, USAID/Moldova, public and private sector partners, and other international organizations working in the energy sector.  This position is full-time with a fixed term of one-year. Responsibilities:

  • Responsible for coordination with existing USAID implementing partners, providing technical assistance in Moldova to ensure a complementary and streamlined approach towards implementation of project activities;
  • Lead a team of two to three administrative and technical staff to remain responsive to client needs and achieve defined project results, produce deliverables on schedule;
  • Build and manage successful partnerships with Moldova government officials, civil society organization, and other donor organizations supporting energy sector reform;
  • Manage the preparation of the project’s weekly, quarterly, annual progress reports, work-plans and other project deliverables;
  • Collaborate closely with the home office staff on procurements, contracts, finance, and operations related issues;
  • Manage the overall project budget, periodically updating the project budget to mitigate cost overruns and report back to home office in Arlington, Virginia; and,
  • Perform other related ad-hoc tasks as needed. 

Essential KSA's required (experience, skills, education, certification, etc.):

  • Master’s degree in engineering, business, finance, economics, law, energy policy or other field directly related to energy sector reform.

  • Deep understanding of, and experience working in, Moldova’s power sector and proven track record of supporting energy sector reform
  • Expertise in transposing EU energy acquis, market coupling and regional integration, and promoting renewable projects.
  • Proven track record of successful implementation of measures to attract private sector investment to emerging market countries, such as developing energy sector policies and regulations
  • Demonstrated ability to build and maintain positive working relationships with senior level government officials and other essential power sector stakeholders.
  • Ability to communicate effectively to build consensus and lead various energy sector stakeholders and/or project team members towards a common goal.
  • A proven record of excellent management, strong administrative and organizational skills, strategic thinking and decision-making, leadership, communication and interpersonal skills, including being a strong writer and articulate speaker
  • Language: Fluency in English and Romanian is required with strong oral and written presentation skills.
  • Proven ability to handle multiple tasks in a fast-paced, deadline-oriented environment. 
  • Experience in the gas sector a plus
