Services Bid Manager

Purpose of the Job

  • Identify and Understand customer needs
  • Manage the costing preparation from the early stage until the transfer to the project
  • Challenge and animate costing in order to build the best competitive offer
  • Collaborate with Engineering to build technical offer based on solution engineering corresponding to customer need and Industrialisation to challenge production cost
  • Ensure all functions commitments and validation
  • Support Sales team to win contract

To deliver a winning bid, with a clear scope, with accurate QCD (Quality / Costs / Delay) commitments, in a timely manner, within the defined tender budget that will result in a clearly defined and profitable maintenance contract (ie. Spare, repairs, overhaul, technical assistance, renovation, modernisation…)

Performance Measurement/KPI’s

• Hit rate (number of wining bids / Number of bids)

• Compliance with Tender schedule and specification

• Compliance with Tender cost budget

• Profit on Won bids


Ensure that all the elements necessary are delivered on-time to the LU or sales team

  • Identify all stakeholders and participants involved in the RFP (Request For Proposal)
  • Write and submit proposal on a timely basis
  • Organize and schedule all activities required to support tender preparation

Define, lead, and manage the Tender Team (multi-disciplinary)

  • Assign clear and appropriate targets to the Tender Team members
  • Animate the Tender Team to deliver the required inputs to offer
  • Identify and resolve all issues within the Tender Team or escalate them if necessary

Take overall responsibility for Costing Management Process

  • Manage Costing Reviews (including reporting and all validation steps)
  • Make sure that proposal is reviewed and approved by appropriate stakeholders (Work package owners, Finance, Engineering manager, Service Center director,…)

Identify compliance/non-compliance of proposal versus customer requirements and internal product strategy

  • Review RFP in order to confirm that bid strategy remains appropriate
  • Ensure that standard solution is evaluated and applied to the bid as appropriate
  • Develop communication to client to support the offer Discuss with customer requirements and offer alternative options

Manage costing budget and deadline

  • Establish costing schedule and milestones
  • Prepare and propose budget to LU for approval
  • Manage changes and slippages to schedule
  • Participate to legal terms negotiation with Customers

Highlight and anticipate all potential risks and identify savings and opportunities during costing phase

Drive and make decisions for issues that impact at a tender level

Report regularly and answer on-time towards the LU

Answer on online plateform (website) to load the offer in a timely manner

Knowledge & Experience :

  • Experience in railway project or technical project management or similar functions is a plus
  • Knowledge of Financial rules
  • Ability to organize meetings with key stakeholders and to manage them
  • Ability to create and organize a network on site and in France Services
  • Ability to communicate in English
  • Strong business-oriented approach
