About the Opportunity 

The Hinkley Point C (HPC) Site Fire Safety Manager will be responsible for ensuring the HPC construction project, remains fully compliant with all UK fire legislation, EDF/HPC requirements and nuclear site licence conditions through the implementation of a fire safety management system that includes strategies, standards and procedures. 

Reporting directly to the Business Resilience Manager the HPC Fire Safety Manager will be considered the ‘Competent Person’ as defined in the Regulatory Reform (Fire Safety) Order 2005 and will manage the Fire Safety Team as shown in the organogram below. 

The Fire Safety Manager will also be responsible for the development and management of a positive Fire Safety Culture for the HPC Project including the wide array of contractors that support the project, management of a Fire Safety Assurance programme, development of temporary fire safety solutions, review of fire risk assessments and continual development of fire safety arrangements and systems on the HPC Construction Site. 

Operating Environment 
The Hinkley Point C Project is one of the largest infrastructure projects in Europe. During the construction phase over 8,000 people will work on the site. The project marks the rebirth of the UK's nuclear industry and will present invaluable opportunities for Somerset, the South West and wider UK.  The Project requires the expertise and support of many contractor organisations to deliver the project safely, to the right quality, on schedule and within budget.
The Fire Safety Team manages Fire Safety for the HPC Construction Site and audits and assures Fire Safety standards are met and maintained throughout the project. The team work closely with the construction and delivery teams as well as the site contractors.
The HPC Site Fire Safety Manager will work within the HPC Principal Contractor team and engage with and establish working relationships as a minimum with the Programme Construction Delivery Leads, Programme Managers and the Tier 1 fire managers / advisors which enables high performance in the control of all programme fire safety risks.
The HPC Site Fire Safety Manager will provide the Principle Contractor advice, guidance and standards to support activities which focus on establishing, promoting, maintaining and continually improving the fire safety management arrangements and culture across the HPC Project. 
The HPC Site Fire Safety Manager will, alongside the HPC Fire Safety Team and Assurance Advisors establish and maintain the programme meetings, forums and engagements which plan, manage, monitor, coordinate and review HPC fire safety.

Principal Accountabilities  
•    Manage the HPC Construction Site Fire Safety arrangements and team to support an integrated approach to deliver adequate fire safety arrangements. 
•    Establish, monitor and review a robust Fire Safety management system including the setting of policy, standards and strategies.
•    Manage the Fire Safety Team, delivering monthly and annual objectives, goals and KPIs to support and measure the HPC delivery programme. 
•    Establish and maintain the required fire safety meetings, forums and engagements which plan, manage, monitor, coordinate and review fire safety in accordance with the HPC site requirements.
•    Support key regulatory interventions and inspections leading on fire safety related matters and being a key stakeholder to provide the Regulators confidence in the adequacy of fire safety arrangements on the HPC Construction Site. 
•    Manage a Fire Safety Assurance programme to assure fire safety standards across the HPC Construction Site, identifying findings and actions, ensuring timely close out and completion. 
•    Produce relevant, regular and appropriate fire safety performance reports and dashboards, in accordance with agreed timeframes, which will include the identification of trends and early warnings of possible issues, recommending appropriate action.
•    Work closely with your Fire Safety Engineer to provide compelling advice and guidance to deliver a mix of conventional and goal-based fire safety solutions during the construction phase of the HPC project. 
•    Ensure the HPC project wide fire risk register is established and maintained for all temporary assets and permanent assets being constructed and undertake associated risk-based inspections and other assurance activities.

•    Assist the HPC Fire Response/Fire Assurance/HPC Safety Teams in resolving fire safety issues by liaising with Tier 1 contractor’s teams and their management in regard to the fire safety control measures necessary to reduce and mitigate the risk of fire at the HPC construction site.
•    Provide assurance and advice on compliance with applicable fire related legal duties.
•    Be an effective and pragmatic member of a team of construction, health, safety and environmental professionals.

The role of Fire Safety Manager is expected to lead and manage a team of fire safety professionals to deliver fire safety across the HPC construction site and associated developments. The person will be required to be self-motivated and autonomous, utilising their own initiative and knowledge to give clear and correct fire safety advice and guidance on fire safety related matters. 
The Fire Safety Manager is expected to be the subject matter expert for all matters relating to fire safety for the principle contractor and be considered the ‘Competent Person’ as defined in the Regulatory Reform (Fire Safety) Order 2005. 

Here is what you will need

Knowledge & Skills
•    Excellent communication skills with the ability to develop wide network and working relationships within EDF and the construction industry.
•    Significant fire safety experience including managing a fire safety team within a large project environment.
•    Compliance focus tempered with team centred approach.
•    Highly skilled in the analysis of technically demanding and detailed information and quickly identify the underlying trends, issues and risks.
•    Strong capacity to be future focused in identifying future fire risks and implications. Strong communication skills to be able to put across complex concepts and data in a way that is readily understood and actionable, using a variety of media.
•    Skilful in engaging others with technical issues and maintaining their interest and enthusiasm.
•    Skilful in distilling knowledge and building skills in others and the capacity to be pragmatic and practical in the way that technical issues are addressed
•    Ability to establish a vision and develop/implement strategy to attain it 
•    Excellent knowledge of national and international fire safety standards
Proven track record of managing fire safety in complex and high-risk operations, process or construction environments. 

•    Knowledge of CDM Regulations
•    Significant management experience in successfully influencing and engaging senior business leaders and supporting project teams
•    Significant experience in creating and implementing large scale fire safety strategies and plans across complex and high-risk operations 
•    Knowledge and experience of interfacing with the ONR or HSE

Qualifications & Experience

•    Membership (or working towards) of the Institute of Fire Safety Managers (IFSM) or equivalent organisation
•    Health, Safety & Fire Safety Qualified via an approved professional body or organisation i.e. UK Fire Service College, FPA, IFE, NEBOSH etc with a minimum of 2 years' experience.
•    Demonstrates a knowledge and understanding of the principles and practices of Health & Safety & Fire Safety.
•    Competent in using Microsoft applications and an aptitude to learn new software packages.
•    Proven track record of achieving excellent fire safety results on operating, engineering and/or construction projects 

•    Chartered membership of IOSH or equivalent 
•    IFE Membership and Qualification
