The Job

The NEC3 Works Supervisor will be a delegate from the named Supervisor for all HS2 Phase 1 works. This is a significant role within HS2 and will report to the Project Supervisor.

The Supervisor's role is to undertake the duties of the Supervisor under the NEC3 engineering and construction contract. The Supervisor is required to ensure that:

  1. The works are provided to an agreed standard, quality control being a key part of the role.
  2. They witness tests and inspections to ensure that the executed works comply with the Contract and Works Information, including specifications and industry quality standards.
  3. They manage the defects process, including the issue of the Defects Certification.

The overall objective of the Supervisor is to protect the interests of the Employer, whilst ensuring works are carried out in accordance with the contract.

The Works Supervisor supports the Project Supervisor to perform the duties of the Supervisor under the NEC contract between HS2 and the works Contractors.



1. ACCOUNTABILITIES

The Supervisor shall act in a spirit of mutual trust and co-operation with the Employer, the Contractor and the Project Manager.

Both the Project Manager and the Supervisor roles act as agents to the Employer, and are independent of each other.

Whilst the Project Manager is the focal point of the contract, and it is their duty to manage the contract on behalf of the Employer (to achieve the Employer's objectives with regard to budget, programme, quality), the Supervisor performs an independent role in regard to the quality of the works.



2. RESPONSIBILITIES

The Works Supervisor responsibilities include the following:

  1. Assist the Project Supervisor on their allocated contract and record that the works are constructed or installed in accordance with the Contract and Works information, and report any non-compliance identified during the inspection.
  2. Assist the Project Supervisor by providing input to the Inspection and Observation report.
  3. Facilitate and coordinate test and inspections and site-based queries with regards to defects and coordinating their resolution (where it is not the responsibility of the Contractor).
  4. In conjunction with the Project Supervisor, reviewing and commenting on the ITPs / Materials Approvals.
  5. Monitoring the Contractor to review that proper processes are identified and implemented to achieve the contractual quality compliance with the works in accordance with the Works Information.
  6. Assist the PM in their review and acceptance of the Contractor certification packages.
  7. Contribute to continuous improvement, best practice and lessons learned across all HS2 contracts and areas
  8. Assist with defect reporting and notification of corrective measures.
  9. Assist the Project Supervisor with the mark off-site equipment, plant and material, and notify the Contractor that the test and inspection of such items has been passed.
  10. Given the advanced state of the enabling works contracts close out of outstanding works list, defect certificates, contract and work package close out, tracking and administration of closure processes


3. KNOWLEDGE, SKILLS, & EXPERIENCE ATTRIBUTES

Demonstrable experience of managing quality on multi-disciplinary projects and sites.

Experience in the operation of NEC contracts is desirable

BSc or MSc in Engineering, Construction Management or equivalent technical field, and a professional qualification is desirable, alternatively a significantly long practical experience in construction disciplines relevant to the inspection scopes

NEC3 ECC Supervisor Accreditation is desirable

Thorough approach and attention to detail required

Microsoft office (excel advanced), CEMAR, Power BI desirable



4. HEALTH AND SAFETY

Take reasonable care to ensure your own and others' health and safety - including those who may be affected by the delivery of this role - by taking personal responsibility for working to the HS2 S.A.F.E programme principles.

CSCS card

SMSTS or SSSTS desirable

Co-operate with HS2 in all matters relating to health and safety, including following safe working procedures at all times and not interfering with measures in place to protect your health, safety or welfare.

Advocate and promote the company's well-being strategy and policies.
