Job Descriptions, Major Duties & Responsibilities:

This position is mainly responsible, but not limited to the following:

•  Manage and experience in RFCC/FCC unit to ensure RFCC/FCC unit operated in stable and optimization.

•  Care for the health and safety of employees by creating a strong organizational IIF culture and effectively manage safety, health and environmental safety risks in the workplace;

•  Ensure that Technical support is provided to achieve the objectives of GEMS, PSM and Process Safety;

•  Create, maintain and improve the technical services team so that it achieves its targets and continues to do so over time by ensuring competence and adequacy of Technical resources.

•  Ensure that chemical advice, testing and product quality control services are provided in a safe, reliable & efficient manner.

•  Develop and manage the section business plan & budget in accordance with agreed short and long term goals.

•  Ensure that the Process Control function is able to maintain and develop advanced control applications for the Production unit control systems so that the operation of the units is safer. more reliable, and more efficient.

•  Ensure processes are in place to find best practice in areas critical to Dung Quat Refinery's success and for bringing these to higher levels of performance where gaps are identified.

•  Implement, monitor, control and improve as appropriate management systems and process engineering standards relevant to effective delivery of Technical Services.

•  Provide direction and support to Production, Reliability & Planning to enable optimum utilization of refinery assets consistent with attainment of the refinery production plan.

•  Devise and implement strategies for improved gross margin capture, reducing structural OPEX, improve energy efficiency, reduce mass loss and reduce greenhouse gas emissions.

•  Identify capital projects which will reduce risk or improve profitability and support implementation.

•  In collaboration with relevant departments, develops the optimum annual energy targets for the refinery which are realistic and achievable based on the approved KPIs and budgets.

CONTENTS

 

•  In collaboration with relevant departments/groups, aligns the individual area/unit energy target to support the overall refinery target.

•  Assists relevant Operating Engineers and Technologists from other Sections in setting optimum achievable targets for major heat transfer equipment/sections/units/areas within the refinery and ensuring compliance to target.

•  In collaboration with relevant departments/groups, setups the yearly and 5- yearly Energy Action Plan (EAP).

•  Provides supplementary performance monitoring and evaluation for major heat transfer equipment/sections/units/areas on regular basis to ensure optimal performance is achieved within tolerable variance from set targets (with emphasis on long term performance aspects).

•  Provide supplementary performance monitoring and evaluation for Utilities network (production, transportation and consumption) and utilities cost.

•  Provides energy management specialist advice to the relevant parties by assisting in troubleshooting and optimization initiatives and by providing relevant training as part of capability development to BSR relevant employees.

•  Set up and maintain database for standards and best practices for energy and loss management. Develops and implements management programs based on these standards and best practices.

•  Provide necessary support to implementation of energy projects, Kaizen program and EAP

Educational

Background:

Bachelor Degree or Higher Degree in Engineering/technology

Experience Requirement:

•  Minimum 20 years’ experience in Refinery Plant Operation or Maintenance and minimum 5 years’ services as Technical Manager.

•  Experience in technical or technical management area of Petroleum Industry.

•  Have enough knowledge and experience in energy and loss management.

Special Training & Qualification:

•  Training course of Modernized Refinery Management.

•  Training course of Safety & Environmental Control in Process Operations.

•  Training course of energy audit, energy management, energy management system.

Other Requirement For Position:

•  Cooperative Personality, Logical thinking, leadership and Diligence.

•  Excellent verbal and written communication (by English) skills.

•  To have excellent planning, organizational, communication, coordination and decision-making skills.

•  The roles are to motivate and inspire the employees in order to get the R&D's goal through capacity extension for themselves.
