MOSL are working in partnership with NOC to resource positions for a new Major Project under development by our affiliate/sister company - Waha Oil Company (WOC) Operator of the Waha oilfields on behalf of the National Oil Corporation, located in the center-east of the Libyan desert.
The project will see the development of new and large CPF facilities. The CPF includes Oil treatment and storage installation for export, Gas treatment and compression for wells re-injection and produced water treatment facilities, with the related, extensive pipelines and electrical line networks. The FID is targeted. First Oil is targeted in 2026.
Due to the nature of this project, you will initially be based in North Africa in a Hotel very close to the Corporate Office in Tripoli. All meals, transfers etc. will be provided and catered for. Once EPC is awarded it is likely sometime will be spent there (TBCd, likely Europe or M.E) before returning to Tripoli and latterly moving onto site. At all stages, security, full medical cover / facilities, insurances, and accommodation will be looked after. The roles will be based around a 4-trip home rotation with flights covered and a travel per diem / uplift.
The provisions and benefits for this role are based on single status only. WOG will pay all Tax in and out of country and will provide documentation to support this.
The Lead Electrical Engineer Engineer role will be on Projects (in the oil & gas upstream sectors) with different execution styles ranging from FEEDs to EPCC.
Supervision, control & coordination of cutting edge electrical power-related projects with detailed engineering work performed by others.
Projects include Turbine power generations, 138/33/13.8 KV transmission and distribution, electrical substations, medium and high voltage distribution generator systems, and low voltage systems with high voltage equipment including cable systems, power systems, breakers, switchgear, and SEL protective relays.
Ideally we are looking for extensive power system design experience from an Electrical Engineer, Post Graduation preferable with a minimum 15 years of project experience in oil & gas industry.
- Develop/review of all types of electrical design drawings, specifications, and associated design documents with a high level of competence and minimal oversight
- Work efficiently to assure that project schedules and budgets are met
- Collaborate with other disciplines to assure fully coordinated final designs
- Ensure compliance of design with all applicable codes and regulations
- Perform quality reviews for detailed engineering documents and specifications
- Mentor junior engineers and design personnel in technical excellence and career growth
- Prepare material/equipment specifications and purchase requisitions; review supplier data; witness shop tests, assist with assessing supplier manufacturing capabilities
- Responsible for the review of documents and drawings related to electrical, instrument and control systems, vendor drawings and data including schematic diagram.
- Interface with Contractors / Vendors and other engineering disciplines, detailers/designers.
- Participate in the development of piping and instrumentation diagrams (P&IDs) and equipment package specifications
- Performs electrical design calculations
- Carry out site investigations and documentation of existing conditions.
- Provides electrical system analysis using relevant computer software
- Manage the electrical detailed activities and deliverables within the defined scope; with the objective to maintain or reduce costs without impacting the project schedule or the required level of quantity and safety
- Experience must have been acquired by working in a Consulting Engineering Office which specializes in the oil and gas industry
- Must be qualified to undertake detailed engineering and design to the point where the data can be drafted by others.
- Complete understanding of electrical systems infrastructure, functionality, design and rationale for selection.
- Must be fully conversant with codes and standards such as the NEC, ANSI, API, IEEE, IES, UL, ICEA, and NFPA and similar
- Must be knowledgeable with North American engineering concepts, practices, equipment and materials
- Must be capable of developing purchasing requisitions and undertake the subsequent bid evaluations
- Experience working in designing high voltage equipment including cabling systems, power systems, breakers, switchgear, and SEL protective relays
- Knowledge in electrical control system and relaying
- Electrical Substations and Power Distribution for Critical Facilities (Refineries, Production Site Campuses, Critical UPS Facilities, and Large Oil & gas plants)
- Generation and Combined Heat and Power Facilities
- Protective Relay and Selective Device Coordination for Large Infrastructure
- Power Distribution (High, Medium and Low Voltage) for Industrial Plants
- Utility distribution systems
- Experience of Smart Grid projects involving monitoring and controlling distribution circuits using PLC’s and SCADA devices
- Renewable Energy and Small Generation Projects that require transformers, grounding, controls and distribution systems designs and Turbine power generation projects
- Tower Transmission & Distribution lines, HV cable sizing & load calculations, designing of Sub-station & Gantry structures.
- Computer literate and familiar with the relevant software packages
- Ability to speak/read/write in English
