Technical Coordinator in Qatar

We are seeking to recruit on behalf of our client a TECHNICAL COORDINATOR who will be based in Qatar on a residential long term contract and will be responsible for pproviding technical coordination support and advice to Vice-President, HSE & Business Services and Department Managers on Directorate’s business, including:.

  • Serving as VB Directorate’s Focal Point on technical business matters, as assigned by VB, with client Directorates / Departments (within organization) and external to the client, such as Government of Qatar, local authorities and third parties.
  • Support VBS and VB Managers to implement the Directorate’s Business Plan and Business Excellence initiatives, with emphasis on customer focus and cost savings, throughout the Directorate. Note: Business Excellence refers to programs that address improving processes, structural costs and increasing productivity levels of business operations.
  • This position is a member of the VB Directorate’s Management team.

Responsibilities

  • Advises and supports Vice President, HSE & Business Services (VB), on the execution and implementation of technical business matters related to the Directorate’s mandate.
  • Serves as VB’s liaison on designated business technical matters, between Departments within the Directorate, other client Directorates and external parties.
  • Provides independent assessments and recommendations, of Directorate’s technical and business matters, to VB, for decision and next action. This includes reviewing and interpreting various business and technical documents, related to VB scope & functions, received from external parties and within organization
  • Clarifies technical implications of directives /instructions received, from client Senior Management, to VB Departments and coordinates / tracks its implementation.
  • Drafts technical related guidelines, circulars, policies and procedures in coordination with VBS and VB Departments, for Directorate-wide implementation, as instructed by VB.
  • Participates as Technical Subject Matter Expert on VB Business Case Review Team. May include visits to various VB operational locations, including onshore/offshore facilities, with involved parties to assess and examine the technical viability of specific proposals or to review supporting justifications for improvements.
  • Supports VB and VBS, as required, to drive internal Business Excellence programs with the aim on increasing efficiency, reducing cost of operations and improve operational systems.
  • Prepare technical presentations as directed by VB. Drafts VB’s annual SMART Objectives, as per VB guidance.
  • Ensure the alignment of VB Managers’ SMART Objectives with VB’s SMART Objectives, and follows up review and progress until final approval by VB.
  • Generate Management Minutes of Meetings, notes of discussions for VB Management level meetings, follow-up, track and report on completion status of action items.
  • To assist VB Departments, where support is required, to complete action items.
  • Receives and reviews technical reports submitted to Management from various sources both internal and external to client.
  • Liaises with external authorities, consultants and third parties as assigned by VB.

Experience/Qualifications

  • Proactive and action oriented individual. Should be a self-starter who drives implementation of required actions within area of control.
  • Bilingual. Good command of written and spoken Arabic (preferable) and English required for dealing with both client and non-client.
  • Must possess excellent communication and influencing skills with an emphasis on public speaking / presentations.
  • Possess strategic/ critical thinking and analytical skills. Adept in presentations, preparation and review of reports (technical /non-technical).
  • Exposure to commercial contracts and negotiations, with exposure to negotiations with a diverse range of stakeholders.
  • Business aspects of VB presents a multitude of services, i.e., engineering, medical, catering, social /recreational, etc.
  • Understanding of the salient features, requirements and operational details of these diverse business services is a challenge that must be met head-on.
  • Ability to quickly identify and resolve root cause of issues is a must.
  • Minimum Engineering Degree in either Civil /Mechanical/Electrical Engineering Discipline.
  • A Master’s degree in Business Administration will be an advantage.
  • Prior work experience in the oil & gas industry is a must.
  • Minimum of 10 years of in-depth experience in various facets of the Engineering / Facilities / Services industry, with at least 3 years in a Management position.
  • In-depth experience, in Planning, Project Management and Scheduling is a must.
  • Experience in implementing / managing systems in either one or all Management Systems (ISO 9001 (Quality), ISO 14001 (Environment), OHSAS 18001 (Occupational Health & Safety), ISO 22301 (Business Continuity)) is preferable. Lead Auditor qualifications would be an advantage.
  • Proven and demonstrable capabilities as a problem solver, strategic and analytical thinker in previous positions. Ability to solve complex problems successfully and tactfully by building consensus, eliciting co-operation, support and managing conflicts.
  • Strong analytical skills and capable of independently preparing /analyzing engineering reports, technical feasibility studies and recommending / developing innovative solutions
  • Effective communication, technical writing and interpersonal skills.
  • Fully computer literate. Experienced user of MS Office, MS Project, Primavera, SAP, etc.
