QA/QC Manager in Sharjah, Sharjah, United Arab Emirates

MAJOR FUNCTIONS

  • To control, direct, supervise monitor and guide the day to day application of quality management to all project activities
  • Promote Quality awareness throughout the project, Prepare and maintain Project Quality Plan, Surveillance Programs and other quality procedures and tools and ensure their successful implementation across the project
  • Provide oversight of Contractors implementation of their Quality program and compliance with project requirements:
  • Ensure appropriate quality and quantity of Contractor's Quality staff assigned to the project
  • Confirm adequacy of Contractors plans, procedures, processes and documents - Ensure appropriate PMT review and approval of Contractors and Suppliers quality deliverables (e.g., plans, Criticality Ratings, Inspection and Test Plans)

ESSENTIAL FUNCTIONS

  • Responsible for the overall management of the QA/QC activities for the projects
  • The preparation, issue, revision and development of the contract quality management plan, inspection and verification strategy and assurance plans in conjunction with the project director and project managers
  • To ensure QA/QC personnel (including inspection, welding and NDT disciplines) are competent to perform their duties relating to the scope of work as identified in the contract.
  • To ensure the Quality Assurance and Quality Control group is resourced with the correct disciplines, skills, knowledge and numbers to deliver the projects to the requirements of the contract.
  • To provide oversight on plan and co-ordination of customer /third party participation in inspection and testing at manufacturer’s facilities
  • Functional management ensuring systems are in place to manage resourcing and administrative aspects such as holidays expenses and training,
  • Performance of quality assurance audits on EPC contractor management systems to check implementation of quality standards and practices
  • Ensure maintenance of quality records
  • Ensure that robust quality control plans are in place for all suppliers, vendors and subcontractors
  • Maintain ongoing communication with Quality Coordinators (i.e., QACs, PQCs, SQCs) Manage resolution of quality issues and monitor quality performance
  • Develop a good team spirit within assigned project management team and encourage team working with the Contractor and other customer groups.
  • Ensure appropriate PMT and functional review of deviations to equipment and materials.
  • Ensure audits of Contractors, Suppliers and PT are scheduled and conducted; lead PT audits and participate in Contractor audits as appropriate
  • Steward audit findings to resolution and closure in a timely manner
  • Coordinate Quality management activities to ensure consistency, effectiveness across the Project
  • Maintain ongoing communication with Quality Coordinators (i.e., QACs, PQCs, SQCs) Manage resolution of quality issues and monitor quality performance
  • Coordinate and report Project quality metrics to PT and Project Quality function
  • Interface with Start-up / Operations to ensure clear understanding of project quality and participate in turnover as appropriate
  • Coordinate with quality inspections with all the site sub-contractors and vendors coordinate all non-destructive testing on site
  • Coordinate all receipt inspections.
  • Distribute relevant QA/QC documentation to site subcontractors
  • Verify that the quality related site activities are in accordance with the applicable codes and standards
  • Participate in the site internal and external site audits
  • Ensure all quality control documentation is compiled and competed for as-built hand over through the QC turnover engineer
  • Control all non conformance reports and undertake remedial action
  • Compete site quality control instructions and action remedial responses
  • Monitor the implementation of the approved site QC Plan
  • Ensure the safety is adhered to at site
  • Assure all technical documents relative to site quality control are current status

TERMS AND CONDITIONS

EDUCATION AND CERTIFICATIONS

  • Bachelor’s degree in Mechanical Engineering or related discipline
  • Welding Inspection Certification CSWIP 3.2 (Level 3)
  • Certified Auditor ISO 9001
  • At least 15 years’ experience within the Oil and Gas sector

REQUIRED SKILLS

  • Good verbal and written communication skills, including advanced knowledge of AWS A3.0 Welding Terms and Definitions. Advanced knowledge of welding inspection and related NDE methods (MT, PT, UT, and RT), including ASME Sec. V requirements.
  • Experience with managing field engineering, inspection, and NDE related to all QA/QC functions.
  • Ability to develop and manage non-conformance, deficiencies, and reporting programs, including root cause analysis.
