Emergency Management Coordinator in Chantilly, VA, United States

Wood Environment & Infrastructure Solutions is currently seeking an on-call Emergency Management Coordinator. This position provides professional work at the advanced level for emergency management / homeland security planning, training and exercises, and grant support. The Emergency Management Coordinator provides technical assistance in developing, coordinating and overseeing all-hazard emergency response plans, emergency action plans, continuity of operations plans, and disaster recovery plans and other emergency management products for Wood Environment & Infrastructure Solutions Emergency Management Practice. This position also provides on-site support for hazardous material incident response, all-hazard emergency response, and special event operations.

This is an on-call position. Compensation is on an hourly basis, 0-40 hours per week, dependent on project needs.

Key Responsibilities:

 

The EM Coordinator provides professional work at the advanced level for emergency management / homeland security planning, training and exercise, and grant management support; as well as on-site support for hazardous material incident response, all-hazard emergency response, and special event operations. The EM Coordinator also provides technical assistance for the State Homeland Security Grant Program and the Urban Area Security Initiative Grant Program.

  • Develops, manages and administers all emergency plans and EM planning programs in compliance with applicable local, state and federal regulations
  • Schedules, coordinates, and facilitates planning committee meetings of emergency preparedness plans and planning initiatives
  • Provides emergency management / homeland security technical assistance to clients and stakeholders
  • Provides on-site support to ensure the implementation of appropriate National Incident Management System (NIMS) and Incident Command System (ICS) organizational structure during hazardous material emergency response operations
  • Develops and assists Wood EM / HS practice with emergency management training and exercise plans, and with development Homeland Security Exercise & Evaluation Program (HSEEP) compliant implementation for clients
  • Develops curriculum for clients and stakeholders for FEMA-compliant emergency response training
  • Represents Wood EM practice at state and federal workshops, state working groups, funding committees and conferences
  • Assists, coordinates and consults with management of other city governmental and community agencies on emergency preparedness, continuity of operations, emergency response and evacuation, and emergency action planning
  • Coordinates and maintains working relationships with the private sector to develop emergency action plans and emergency response plans, and capabilities in support of emergency plans for clients
  • Coordinates damage inventory and conducts damage assessments and other post-disaster functions including on-site visitations to affected disaster areas for clients and stakeholders
  • Provides technical assistance in the implementation of EOC upgrades for clients
  • Responds to incidents and emergencies as requested by Wood


Skills / Qualifications

Requirements:

  • FEMA  ICS <phone number removed> & 800 Certification
  • Knowledge of and experience with FEMA planning standards
  • Knowledge of COOP and COG planning requirements
  • Strong proficiency in Microsoft Office apps, including Excel, Word, PowerPoint, Project and Visio
  • Exellent ability to communicate effectively, orally and in writing
  • Excellent professional writing skills
  • Professional experience with development, review, evaluation, and administration of emergency preparedness plans and programs
  • Subject Matter Expert on DHS FEMA National Preparedness Goal (NPG), National Planning Frameworks (Frameworks). and Core Capability List
  • Subject Matter Expert on DHS FEMA National Planning Scenarios
  • Subject Matter Expert on DHS FEMA National Response Framework
  • Ability to coordinate, consult with, and guide others on multi-organizational projects
  • Ability to maintain records and prepare reports
  • Knowledge of principles and techniques of emergency preparedness planning and management
  • Knowledge of methods and techniques of research, statistical analysis and forecasting
  • Knowledge of computer hardware, software and database systems
  • Skill in developing and coordinating consensus on emergency preparedness plans
  • Skill in developing and presenting public information programs for emergency management stakeholders
  • Ability to train, schedule, assign, monitor, review and evaluate the work of assigned staff
  • Ability to establish and maintain effective working relationships

Preferred Certifications:

  • Undergradute and/or Graduate Degree in emergency management, homeland security, or a related discipline
  • ICS Planning Section Chief, Situation Unit Leader, Resource Unit Leader, Documentation Unit
  • Trained in FEMA All Hazards Incident Management Team (AH-IMT) Course
  • Certified in FEMA Advanced Professional Series Standards for Disaster Operations Skills
  • DHS Protected Critical Infrastructure (PCII) Authorized User training
  • Trained on FEMA Homeland Security Exercise and Evaluation Program (HSEEP) and/or HSEEP Train-the-Trainer
  • ICS Instructor L449
  • Master Exercise Practitioner (MEP)
  • IAEM Certified Emergency Manager (CEM)
