Client Overview:
Hinkley Point C (HPC) is a nuclear site, based in West Somerset, 15 miles from Bridgwater. The NNB ambition is to build two major EPR nuclear plants.
The first new nuclear power station to be built in the UK in over 20 years; HPC in Somerset will provide low-carbon electricity for around 6 million homes, create thousands of jobs and bring lasting benefits to the UK economy.
Construction and operation of HPC will create 25,000 employment opportunities, up to 1,000 apprenticeships and 64% of the projects construction value is predicted to go to UK companies. There are currently over 3,100 workers on site.
Marking a significant milestone in the revitalisation of our nuclear power industry, HPC will make a major contribution to the UKs move to reduce carbon emissions. The electricity generated by its two EPR reactors will offset 9 million tonnes of carbon dioxide emissions a year, or 600 million tonnes over its 60-year lifespan.

Role Overview:
The Senior Construction Delivery Manager supports activities in the field relating to the construction of a designated section of the works and its onsite facilitation.  Managing a team of Construction Delivery Managers, is responsible for day to day site supervision and direction of the works to safely and efficiently deliver the project. 
This role requires background in installation & delivering large, complex, MEH (Mechanical, Electrical, HVAC) services.
Contextual Information:
Operating Environment 
Hinkley Point C is a nuclear site, based in West Somerset, 15 miles from Bridgwater. The NNB ambition is to build two major EPR nuclear plants, and the position will be part of HPC site construction team. Due to the scale of this project, the programme duration and the immovable completion date, the Construction Delivery Manager should have experience in delivering projects.
The Construction Delivery Manager will support the delivery of an area within a specific section of the Works.  This responsibility extends to all construction and related activities, reporting to the Senior Construction Delivery Manager and includes logistics planning and implementation in collaboration with the site wide logistics team, programming and planning, monitoring and close out of authorities obligations and conditions and client liaison.
Framework & Boundaries 
The Construction Delivery Manager will assist tactical logistics planning for individual works sections in support of the work completed on strategic logistics.  Thereafter, they will be responsible for the detailed planning and implementation, in collaboration with the rest of the HPC Delivery Team and Senior Construction Delivery Manager.

Main Accountabilities:
• Acting as a subject matter expert in their area of expertise (civil or MEH), support the contract partners in their delivery of the works packages to enable efficient delivery of their sections of works. 
•Provide support to the Construction Delivery Managers by recommending temporary measures to mitigate against safety and/or quality concerns. Follow up by taking appropriate and proportionate action (e.g. issue communications, call meetings) to avoid the cessation of works. This includes but is not limited to review of documents, assurance audits etc.
•Drive works on site and ensure contractor performance is in line with the agreed programme, intervene. Escalate concerns to the Area Construction Lead and provide solutions to recover/mitigate following dialogue with the contractor.
•Review the construction daily report to ensure information is reported to the required level of detail up through the organisation to the Area Construction Lead and escalate any issues/concerns via detailed reports.

•Proactively communicate/co-ordinate with other site teams (H&S, contract, project controls, logistics) and Senior Construction Delivery Managers to maintain good communication links, and ensure activity is well and timely reported. This will also include regular attendance at pre-start briefings and supporting the delivery of key messages to the contractors organisation.
•Regular attendance at PLOD/PLOW meetings with the contractor to ensure that short term planning is in line with the overall delivery schedule, ensure outputs are recorded and areas of concern escalated to the Area Construction Lead for further escalation.

•Undertake safety and/or assurance inspections that support the project HSPIs.
•Ensure clear, two-way communication with the Area Construction Lead and Construction Delivery Managers so that all activity and issues are directed appropriately.

•Act as lead reviewer for documents submitted by the contractor that will include but not be limited to risk assessments, method statements, field change requests, non-conformance reports. Collaborate with other members of the review panel to ensure that the review process is completed in a timely manner.
•Fulfil a Duty Construction Manager role on a rota basis (3 to 4 times/yr) providing support as a construction SME to other members of the project Emergency Response Team in the event of a site emergency. 

•Work closely with the contract PMs to provide support and guidance for responses to contractual correspondence.
•Fulfil line management responsibilities to construction delivery managers which will include but not be limited to setting objectives, monitoring/managing performance, mentoring and developing construction delivery managers.Dimensions:•EDF Energy will be working as Principal Contractor to deliver this Major Project.•The post holder will be based at Hinkley Point C and may be required to travel to other company locations in the UK and possibly Europe as required.•Manage and coordinate delivery of service contract partners.Reports to:  Construction Delivery lead Department: Construction

Essential:
•Tertiary qualifications in Civil, Mechanical, Electrical Engineering or Construction management, or equivalent vocational training.•Relevant industry experience, within an MEH (Mechanical, Electrical, HVAC) installation & delivery environment. •Experience and knowledge of construction sequencing, recovery plans and resource allocation.•Good understanding of the post holders obligations under CDM Regulations. •Working knowledge in the delivery of projects.•Ability to write informative, concise and meaningful reports.•Motivate and energise contract partners by building a climate of trust and understanding and actively seeking alternative views and opinions.•Excellent organisation and communication skills.•SMSTS or IOSH qualification holder.•Collaborate with other managers to effectively manage operations of the site.•Adopt a results-focussed mind set, using initiative wherever possible and taking personal responsibility and accountability to ensure necessary action is taken to deliver excellence, value and quality.•Ability to work under pressure.•Ability to manage multiple stakeholders.•MS office proficient.•English fluent written & verbal.

Desirable:
•Nuclear experience, working within a regulated, licenced environment.•Experience within the Nuclear environment is advantageous but can be off-set by experience within large Civil Engineering/Building/MEH projects.•Membership of an appropriate professional institution would be an advantage.•Self-motivated & able to work on own initiative. •French language written & verbal.
