Jacobs Framework Description:


The Nuclear New Build (NNB) team are the Programme Management Partner for the Client at Hinkley Point C HPC).

This dynamic Team provide support to Buildings & Civils:

Project Management & delivery of Building and Civil Work on the main construction site:

1.Conventional Island 

2.Balance of Plant

3.Nuclear Island


Specific work packages include: 

1.Earthworks 

2.Main Civil Works 

3.Marine Works 

4.Heat Sink 

5.Project management & co-ordination of multi-disciplinary team to deliver scope



Client Overview:


Hinkley Point C (HPC) is a nuclear site, based in West Somerset, 15 miles from Bridgwater. The NNB ambition is to build two major EPR nuclear plants.


The first new nuclear power station to be built in the UK in over 20 years; HPC in Somerset will provide low-carbon electricity for around 6 million homes, create thousands of jobs and bring lasting benefits to the UK economy.


Construction and operation of HPC will create 25,000 employment opportunities, up to 1,000 apprenticeships and 64% of the projects construction value is predicted to go to UK companies. There are currently over 3,100 workers on site.


Marking a significant milestone in the revitalisation of our nuclear power industry, HPC will make a major contribution to the UKs move to reduce carbon emissions. The electricity generated by its two EPR reactors will offset 9 million tonnes of carbon dioxide emissions a year, or 600 million tonnes over its 60-year lifespan.



Role Overview:


The Construction Delivery Lead oversees the construction management activities for a designated section of the works, on a large complex EPR Project at Hinkley Point C. 

They will manage areas with complex scope where analysis of situations or data requires a review of identifiable factors. The Construction Lead is responsible for planning and implementation of assigned project activities and the development of standard practices, surveillance and polices for construction management and oversight of the construction and contract partners. 

They will provide resource to the Senior Construction Delivery Lead to support the task management of the construction phase of the project. 

Contextual Information:


The Construction Delivery Lead will be a staunch advocate of our Nuclear Safety Culture and help to embed this approach in all processes and activities undertaken on the project. 

Because of the scale of this project, the programme duration and the immovable completion date, the Construction Lead must have proven experience in delivering large and complex projects under similar constraints. 

The team managed by this post will be in excess of 30 persons. The scope will cover all works associated with the construction of the designated section of the Project 

This post will supervise the activity of the Works Contractors and Interfaces between them, as well as the interfaces between adjoining sections of the project.



Main Accountabilities:


The Construction Delivery Lead is responsible for the delivery, co-ordination and management of a designated section of the Works. 

This responsibility extends to all construction and related activities including surveillance, logistics, planning and implementation in collaboration with the site wide logistics team, commercial management, reporting both internally and externally, programming and planning, monitoring and close out of authorities obligations and conditions, client liaison, and staff management.


The Construction Delivery Lead will have a number of direct reports, who will input into site wide management issues. A high level of interaction and co-ordination with other operational leads of the site wide team will be required.


In addition to the reporting and liaising accountabilities, the Construction Delivery Lead will be required to adhere to (and suggest enhancements and improvements to) company policies, procedures and protocols for construction, procurement, health & safety, quality and other functions.



The Construction Delivery Lead will:


• Develop innovative and sound field surveillance implementation strategies for the works. Review and accept related project delivery plans submitted by the works contractors.

• Oversee the contractors management of all construction and labour force logistics and contracts relating to the works to be constructed.

• Support the Site Construction delivery team comprising of other Construction Delivery Leads across the site with regards to project implementation.

• Support the Project teams for the work packages, providing information and coordinating to support the contractual management of the works contractors.

• Work with the site teams to develop and manage a long-range schedule, manpower assignments, material and equipment demand plans and contingency plans to promote project success of the works.

• Proactively communicate with other site teams and Delivery Managers to maintain good communication links, and ensure activity is well and timely reported.

• Contribute information on specific area to weekly and monthly reports, as well as issuing and maintaining performance and KPI indicators.

• Adhering to the quality standards and ensuring that quality is delivered at all times.

• Assisting in the implementation of Health and Safety and Environmental best practices.

• Assisting in the implementation of Business processes and general administration including reporting.

• Ensure processes for thorough and timely sub-contractor mobilisation starting with pre-start meetings.

• Understand and fully implement project procedures for workface contract-charge issues.

• Monitor and assesses team individuals through Coaching for Performance.

• Ensure that team members attend training as and when required.



Dimensions:


• The client will be working as Principle Contractor to deliver this major project.

• The post holder will be based at Hinkley Point C and may be required to travel to other company locations in the UK.

• Manage and coordinate delivery of service contract partners.

• Liaise with the Senior Construction Delivery Lead to advise of any issues that come to light that should be addressed contractually such as:

Issuing required notices

Matters relating to Changes/Variations

Information Required

Delays

• Participate in risk workshops as required.

• Attend and contribute to team, project, client and third-party meetings as required.

• Provide advice to project teams on planned logistics arrangements and contractual matters.

• Input into and review of the programme progress and forecast position and the agreement and implementation of any resultant actions.

• Implement any recovery programmes.

• Fully understand the construction programme, its requirements and dependencies.

• Develop and maintain an understanding of the construction activities that must be completed.

• Ensure field activities are planned and mobilised to meet the programme.

• Endeavour to identify potential programme issues before they arrive to enable mitigating actions.

• An understanding of the design obligations of the designers and contractors.

• An understanding of the design document and drawing approvals processes to understand what documents are approved for construction use.

• Ensure design decisions are not taken in the field by the client or contractors but are considered and approved via a formal process.

• Ensure that any resources over which he/she has control are utilised in a manner to minimise the costs to the client as appropriate to properly executing the works.

• Ensure key daily records are robustly maintained, including the input of relevant photographs to Site Diaries. All Site Diaries are to be uploaded to In-Touch.

• Understand and fully implement project procedures for workface contra-charge issues.

• Ensure the project rules are rigidly followed by all.

Qualifications & Experience:
Essential:
The Construction Delivery Lead will have broad knowledge of construction techniques with high technical expertise across many types of construction and forms of contract, specifically he will have good working knowledge of the NEC, ECC and FIDIC contracts. He will possess management skills and commercial awareness.
•Degree and chartered status in an engineering, civils, construction, with relevant industry Tunnelling experience. •Demonstrable experience delivering a similar role.•Ability to build and manage a diverse and high performing team.•Excellent organisational and communication skills.•Management of strategic planning of site set up, construction sequencing, recovery plans and resource allocation.•Good working knowledge of commercial principles affecting construction matters.•Ability to produce informative, concise reports.•Motivational approach and the ability to energise team members by building a climate of trust and understanding.•Extensive working knowledge in the delivery of large complex projects.•Experience of operating in a high security environment advantageous.•Experience of working on large volume high quality RC Structures.•Experience of operating in a high security environment.•In-depth knowledge and experience of programme progress and forecast position and planning, with the ability to ensure that field activities are planned and mobilised to meet the programme by inputting Construction Methods and sequences.•Detailed understanding of PWR design and experience in PWR operations.•Knowledge of Health and Safety legislation and Health and Safety at Work act.•General understanding of design obligations under CDM Regulations along with an understanding of the document and drawing approvals processes.•Understanding the needs of Quality and how quality is assured and controlled.•MS office proficient.•English fluent written & verbal.
Desirable:
•Nuclear experience, working within a regulated, licenced environment.•Membership of an appropriate professional institution would be an advantage.•Self-motivated & able to work on own initiative. •French language written & verbal.
