Electrical & Instrumentation Construction Area Manager in ZA-Umkomaas, South Africa

Wood is currently recruiting for E&I Construction Area Manager with site based experience for a contract position in Umkomaas, KwaZulu Natal.

Job Objective:

  • Support the Construction Manager in the management and supervision of all E&I construction, pre-commissioning and field engineering related activities in the execution of the Project.
  • Manage the E&I field engineering and construction works in a timely and cost-effective manner and ensure technical quality of work produced is in accordance with operational requirements, meets project and Client standards and complies with the latest international and local standards, Regulations and Acts.
  • Works to be completed in a safe manner complying with statutory requirements and the Wood Health, Safety and Environmental, (HSSE), policies, manuals and procedures. At all times considering the health, safety and welfare of fellow workers, visitors, clients, community and the environment.
  • Deliver the E&I project objectives to the agreed schedule and budget.

Key Responsibilities:

  • Review and comment on documents from the electrical and C&I disciplines to ensure compliance with project, discipline, statutory regulations, good practice and company procedural requirements.
  • Review equipments & installation contractors and produce technical adjudications / recommendations.
  • Ensure project filing system which is maintained, kept up to date in a discipline or project system which all project design personnel utilise.
  • Review vendor documentation for compliance with project specifications.
  • Estimate, control and review design scope changes.
  • Provide feedback on the quality, use and value of design systems used in design.
  • Produce site inspections, functionality testing and commissioning documentation.
  • Assist with plant installation and commissioning.
  • Prepare project close out reports with comparison of design and procurement budgets.
  • Liaise with client to ensure that agreed designs are in accordance with agreed requirements.
  • Respond to technical queries from projects, client and site.
  • Overall responsibility for E&I site construction and pre-commissioning activities to ensure that construction and pre-commissioning activities are carried out safely in accordance with the design, drawings and quality plan for the project, and that the completed project meets the requirements of the client, the design, statutory authorities and specific project requirements.
  • Implement the required Lock-out, Tag-out System for working on energized plant, both during construction and during commissioning.
  • Develop and maintain a relationship with the Client Operations Team and be the primary E&I manager contact for communication on the construction site.
  • Ensure Project policies and procedures are fully implemented. In consultation with the Construction Manager, establish field procedures and objectives within corporate policies and procedures as necessitated by conditions at the site.
  • Participate in the recruitment process to ensure the construction and pre-commissioning team is composed of qualified and competent personnel, and ensures effective personnel utilization. Monitor the performance of and supervise the construction management team in the execution of their responsibilities.
  • Review proposed construction and site services contracts before award to determine compatibility with construction requirements, with particular emphasis on construction manpower requirements and plant and equipment.
  • Ensure that the construction and site services contracts are executed strictly in compliance with the relevant terms and conditions and that no unauthorized work is carried out.
  • Conduct constructability reviews to ensure that efficient construction methods are used to build the plant, and monitor these methods with the aim of making them more efficient.
  • Integrate the work of contractors and co-ordinate the operation of the construction site including the coordination of all actions of, subcontractors, suppliers, clients and their representatives.
  • Review and manage the construction schedules, construction method statements, manning charts, material and equipment requirements, construction plant and equipment with the E&I contractors, including the 90-Day Rolling Horizon Look Ahead and ensure implementation and integration with the Project Master Schedule.
  • Responsible for overall E&I construction performance and continuously analyse performance for adherence to quality standards, cost and schedule.
  • Monitor contractors compliance with cost, schedule, quality, environmental and safety objectives and ensure corrective action is taken when non - conformances are detected.
  • Ensure that the Site Quality Management Plan is implemented and maintained.
  • Establish a culture whereby line management, represented by the Superintendents and Construction Supervisors, take direct responsibility for the management of quality supported by the assigned QA/QC Coordinators.
  • Manage construction support activities including Contract Administration, Cost Control, Site Procurement, Material & Equipment Control, Expediting, Site Administration and construction management staffing, including local employment contracts where appropriate.
  • Implement the pre-commissioning and handover plan for the plant including as built drawings and pre-commissioning data as required by the Head Contract.
  • Accountable for E&I construction management man-hours and other site expenses against the control budget.Allocate work and provide assistance to discipline engineers and designers


Skills / Qualifications

Qualifications:

  • BSc, BEng or B.Tech in Engineering or National Diploma (or equivalent).

Knowledge, skills and experience:

  • Minimum 20 years hands-on, proven E&I experience in multidisciplinary, project engineer / construction management on large capital projects.
  • Site experience field engineering, construction and commissioning.

Personal attributes:

  • Good verbal, written, interpersonal and organisational skills.
  • Well-developed computer skills and knowledge of databases, spreadsheets and in-house engineering programmes.
  • Good organizational, administration and time management skills and networking ability.
