Overview:   The Turnaround Buyer will support the Initiative for Managing Refinery Turnarounds at the Richmond Refinery.    Responsibilities for this position may include but are not limited to:  

  • Coordinates assigned Requisition Tech/Expeditors and Material Runners for assigned turnarounds.
  • Owns all turnaround status tools and responsible for delivery of current status information to the Turnaround Leader.
  • Serves as the first point of contact for the escalation of all supplier issues and addresses the issues to find a resolution.
  • Understands and applies the Turnaround Procurement Standard Operating Procedure and contributes recommendations for areas of improvement during the annual review of the procedure.
  • Coordinates with the Warehouse Supervisor on staffing the warehouse personnel needed to support the assigned turnarounds.
  • Responsible for overseeing all material management plans for assigned turnarounds.
  • Coordinates all turnaround order placement, expediting and administration of routine purchases including; pipe valves, pipe fittings, pipe spools, instrumentation, filters, etc., and complex purchases and/or service orders (i.e., single event service orders, low-medium complexity engineered items and general labor orders).
  • Negotiates with suppliers on-behalf of the refinery regarding various commercial and operational matters related to orders including; surplus material returns, pricing, disposition and material and damage claims.
  • Coordinates material shipments with suppliers and transportation companies as necessary.
  • Supports coordination of logistics for site laydown and warehousing for assigned turnarounds.
  • Supports the integration between projects and turnaround materials tracking and expediting.
  • Efficient management of procurement through the payables process including; advocacy for use of eProcurement tools, purchasing and contracting best practices.
  • Ensures proper terms and conditions are included on all purchase and service orders.
  • Ensures purchasing activities are consistent with purchasing policies and philosophies (i.e., material standardization and use of contracts).

  Required Qualifications:  

  • High School Diploma or equivalent.
  • 5+ years of procurement or supply chain buyer experience.
  • Fluent with all aspects of purchasing including; commercial evaluations of supplier quotes, conduct supplier qualification, generate orders, conduct order follow up (i.e., order expediting, logistics coordination, status update, etc.) and manage material returns and damage claims.
  • Ability to ensure order transactions are processed in a timely fashion and in accordance with company policy.  
  • Work effectively in a multi-discipline environment, handling multiple projects with a demanding schedule and can ensure project expectations and goals are delivered on-time.
  • Ability to recognize problems and take accountability to act independently to resolve them.
  • Takes appropriate action to develop and execute solutions within delegation of authority limits. 
  • Ability to be flexible to take on or assist colleagues with assignments outside of assigned immediate scope.
  • Strong verbal and written communication skills.
  • Exhibit strong interpersonal communication skills with the ability to communicate in not only a team setting but also independently to build relationships with internal (i.e., refinery requestors, procurement peers, etc.) & external (i.e., suppliers) stakeholders. 
  • Strong computer skills including knowledge in Microsoft Office 365 Applications.

  Preferred Qualifications:  

  • Bachelors degree in Supply Chain, Business, or Engineering.
  • Refinery experience.
  • Experience with an ERP system (i.e., SAP).
  • Experience with an e-Procurement system (i.e., Ariba, GEP SMART).
  • Procurement or material management experience.
