SCM Lead in TT-Chaguanas, Trinidad and Tobago

Massy Wood is recruiting for a Supply Management Lead with extensive experience in the oil, gas and energy sector.

  • Collaboration with the wider SCM team to deliver robust contract management on existing agreements to ensure that anticipated benefits are derived;
  • Ensures the timely execution of all aspects of the sourcing process for delivery of contractual arrangements for sourcing activities, in compliance with established strategies, contracts, policies and procedures;
  • Develops rigorous and transparent evaluation, risk analysis criteria for all tendering activity to ensure the delivery of contracting excellence in accordance with the requirements of the Company and the Client;
  • Ensures the final quality, completeness and integrity of contractual agreements, and identifies opportunities and implements actions to achieve efficiencies;
  • Works with SCM Team and Project Engineers to ensure that the sourcing process is in compliance with the approved contract execution plans and Procurement guidelines
  • Monitors existing contracts, identifies trends and use data to develop strategic recommendations in the development of major sourcing initiatives.
  • A key function will be managing the day to day operations of the Shell SCM Team (including materials co-ordination) that support the Client to ensure efficient business delivery and support to the business.
  • Providing the management, governance, support, and guidance for all Supply Chain Disciplines; Buyers (home office & field), Subcontract Administrators (home office & field), Expeditors (home office & source expeditors), Materials Management Lead (home office & field), Inspection Coordinators & Source Inspectors, and Transportation & Logistics Coordinators
  • Developing, implementing, and maintaining a staffing plan for all Supply Chain personnel on the project
  • Ensuring that all Supply Chain personnel assigned to the project are following Woods/Massy Woods and the project approved policies, processes, and procedures
  • Managing allocation and distribution of materials to the job site, fabrication facilities, marshaling yards, warehouses and contractors in close liaison with Construction, Expediting, and Transportation and Logistics in support of the project construction schedule
  • Working with the project team to ensure that the project material management system is set up, ensuring that all procedures and instructions are deployed across the project to effectively manage interfaces and use of the systems, including the provision of training as required
  • Overseeing the permanent site material receiving organization, processes, procedures, and tools including; material receiving reports & log, over, short and damage reports & log and receiving & inspection checklists
  • Overseeing the site permanent material storage organization, processes, procedures and tools for; miscellaneous shipping orders, material location transfers, material stock checks, and warehouse material return
  • Overseeing the Site Material Preservation Requirements, processes, procedures and tools including; permanent material preservation plans, preservation work orders, preventative maintenance records transfer, and preventative maintenance log
  • Overseeing the Site Material Issuing activities, processes, procedures, and tools including; authorization and warehouse material requests, material preparation and delivery and associated record keeping of fulfilled material requests
  • Understanding the business requirements - Manage the relationship with the project engineers and or functional manager(s) who shall communicate the requirements of the business;
  • Developing the contracting strategy in conjunction with the SCM team and obtaining endorsement of same via the agreed system/method with the Client
  • Ensuring that the Procurement Execution Plan or other specific Client Procurement management tool is accurate, complete and updated as required Develop in conjunction with the SCM Team, Project Engineers, QA/QC & HSSE appropriate tender evaluation criteria to allow for the transparent engagement of the market.
  • Implement a contract management plan with key providers (services, products and/or materials);
  • Ensure Performance management performance management against KPIs (HSSE, Technical, QA/QC), performance monitoring, discussions and agreement regarding plans to drive performance improvements;
  • Review/Approve Contract close-out.   VOWD, AP Reports, Contract Completion Certificates.
  • Work with the SCM team to ensure that Purchase Orders are closed in a timely manner and in accordance with the Companys guidelines or Client requirements
  • Track and review customer satisfaction/complaints related to suppliers performance in order to report finding or trends and facilitate appropriate corrective action;
  • Lessons learned to be shared appropriately across the relevant functions;
  • Provide Strategic Direction to the Team;
  • Ensure common processes with the Clients Contracts & Procurement function are implemented, used and continually improved;
  • Maintenance and monitoring of a cost saving tracker to demonstrate active cost saving initiatives to the clients;
  • Participation in of all aspects of the procurement P2P process, from requisition to final payment of vendors assisting with the resolution of invoice issues related to purchases. Take full ownership of the PR to PO process;
  • Provide reports as agreed with the SCM Manager
  • Responsible for the creation and documentation of the procurement operating procedures, continually reviewing the process looking for ways to streamline the activities and operate in a more efficient and cost-effective manner;
  • Proactively meet with Client representatives to resolve any issues that arise related to procurement and materials.
  • Provide support for problem resolution for all procurement issues. Anticipate and mitigate vendor, customer and internal problems through proactive documented process;
  • Attend relevant meetings with vendors, internal customers and client as requested and required;
  • Addresses any immediate disciplinary issues with direct report
  • Completes with the input from the SCM Manager, the appraisals, both annual and interim, for the Supply Chain Management staff.
  • Maintaining accurate records in a high-pressure environment; Ensuring Massy WGs obligations to subcontractors are met;
  • Keeping apprised of current business practices and market conditions in order to make appropriate subcontractor selection recommendations;
  • Develops in consultation with the Legal Department, contract clause documentation for various types of contracts, implements approved changes, and leads the implementation of Management of Change processes as required (particularly with MSAs and Multi-year contracts).
  • Analyses the operations and performance data of the procurement and contracts functions and develop reports for improving oversight and trend analysis to be used to improve the delivery of procurement services
  • Understand key spend areas and opportunities across the business to ensure that the Companys cost management objectives are realized through the various contract strategies put in place
  • Assists in the monitoring and reviewing of the performance of contractors/suppliers, with other members of the company to ensure adherence to agreed terms and conditions and delivery of services.
  • Maintains proper records of Contract Agreements, amendments, variations and contract documentation in keeping with the companys approved document retention and control procedures.
  • Performs all other related job functions as required.

 

Skills / Qualifications

  • Bachelors degree (BA/BSc) from a recognised university
  • CIPS Graduate Diploma or equivalent from a recognized, accredited institution will be an asset
  • Minimum of ten (10) years experience in a relevant role in the Oil & Gas industry
  • Ability to synthesise complex or diverse information
  • Ability to work effectively, prioritise and develop realistic action plans in a fast-paced work environment
  • Ability to work as part of a team
  • Seeks ways to improve and promote quality and demonstrates accuracy and thoroughness
  • Maintains the highest level of confidentiality and trustworthiness
  • Actively promotes and personally observes safety and security procedures, and uses equipment and materials properly
  • Proficient in Computer Applications including word processing and spreadsheet applications (MS Word & Excel).
