Basic Function and Scope:
Shutdown Coordinator will be responsible for facilitating the shutdown/turnaround management process and specifically for implementing the strategy. Will be acting as the focal point for scope collection, work preparation and shutdown/turnaround planning to assure a safe and effective execution of the agreed scopes. This role involves maintaining interfaces with all parties involved and keeping them to the agreed plan.
The main challenge will be to ensure the company shutdown performance is in line with the approved strategy and high level plans. One of Shutdown key priorities will be to minimize shutdown delays across the assets in RLC, while safeguarding technical integrity.
Tasks and Duties:
Prepare the calls for tender and contracts specific to the shutdown for ECP activities.
Develop contract scope for shutdown activities, as required.
Perform clash analyses for the purpose of enhancing safety, improving quality, improving schedule, and reducing cost.
Develop detailed work packs for assigned area of responsibility utilizing agreed activity norms, work pack guidelines / templates / tools.
Review work packs prepared by other FSD or PSD Coordinators to ensure consistency in terms of sequence and integration. Issue early enough, an integrated planning with manpower requirement for the shutdown.
Set up the organization using the construction contractors, the necessary team to manage the shutdown.
Prepare marked up drawings - isometric, PIDs etc to clearly show the scope of work and the battery limits.
Liaise with Field operations (Onshore and Offshore) with respect to the assigned ECP shutdown activities, risk assessment and JSA meetings.
Follow up with workshop fabrication works in conjunction with ECP QA/QC and ensure that all project deliverables are prepared, signed off and easily accessible by the Field Operations team.
Organise contractors' equipment for pre-mobilization inspection by liaising with HSE for pre-mobilization inspection activities.
Organise contractors equipment/materials load out and personnel mobilization early enough to ensure the completion of preparatory works.
Supervise shutdown preparation and operations.
Monitor field execution progress and report progress for the purpose of project monitoring and evaluation.
Produce the shutdown reports. Provide feedback as learning curve for subsequent shutdown activities.
Provide on the job training (OJT) and supports the integration of Qatari National Developees into strategic venture positions.
Serves as liaison with numerous internal and external groups, including Contractor, RLIC, company and Shareholders.
Supports development of policies, systems & procedures and programs relating to the activities of the department. Reviews such policies, procedures and programs and recommends appropriate changes. Ensures their proper implementation, as approved by the management. Reviews and updates Company Internal rules and policies and procedures
Supports the refinery process design during the project development phase by contributing during design reviews.
Reviews Refinery design and recommends process improvements to improve performance.
B. Sc. IB. Eng. (Mechanical, Electrical, Electronics or Oil Gas Engineering.)
5-10 years in shutdown coordination and management.
Project Engineering Management skills with Field Operations knowledge.
Self-Starter disciplined with above effective communication skills.
Good knowledge of MS Office tools
