The Quality Delivery Leads form a team that reports to the Quality Manager. Through the matrix management arrangements in the organisation, the Quality Delivery Leads are individually assigned to Project Delivery teams, providing quality expertise internally and to the supply chain.
Key Accountabilities:
  • Providing direct support and quality management subject matter expertise to the Project Delivery team to whom they are assigned
  • Providing direct support and quality management subject matter expertise to the suppliers contracted to their respective Project Delivery team
  • Encouraging, motivating and enforcing contractual quality management compliance with suppliers
  • Reporting and escalating quality management concerns, issues and risks
  • Supporting the Quality Manager and the Head of Delivery Assurance in defining and implementing assurance and quality strategies and practices across the organisation
Key Responsibilities:
  • Support of Project Delivery Team
  • Maintain a good level of knowledge of the organisations management system processes and be specifically aware of the assurance activities embedded within procedures
  • Proactively and reactively, provide expert support to members of the Project Delivery team in the interpretation and implementation of the integrated management system.
  • Stimulate regular discussion amongst the Project Delivery team on areas of improvement for the integrated management system and make recommendations to the Quality Manager 
  • When requested to do so by the Quality Manager, support the Programme Management Office in generating and maintaining the risk-based internal audit schedule. The Quality Delivery Leads do NOT participate as part of the Internal Audits team
  • Provide fact- and data-based feedback to the Quality Manager in advance of management reviews of the integrated management system
  • Supply chain quality
  • Maintain an awareness of Contract & Commercial Functions processes for establishing, maintaining and controlling the Employers Information mandated to contracted suppliers
  • Maintain a good level of knowledge of the Employers Information mandated to the suppliers contracted to the relevant Project Delivery team
  • Establish and maintain positive and constructive relationships with the quality management representatives of the suppliers contracted to the relevant Project Delivery team
  • Utilise a range of methods to monitor suppliers performance in effectively implementing the contract quality management requirements
  • Proactively and reactively, provide quality management expert support to suppliers in the interpretation and implementation of the contract quality management requirements
  • When requested to do so by the Quality Manager, support the Contract & Commercial Function in generating and maintaining the risk-based supply chain audit schedule. The Quality Delivery Leads do NOT participate as part of the Supplier Audit team
  • When requested to do so by the Quality Manager, support the Contract & Commercial Function in defining the quality management selection criteria for the supply chain
  • Evaluate the quality management content of potential suppliers ITT responses and support the Contract & Commercial Function in supplier selection decisions
  • Assess the potential quality impact of proposed changes to Employers Information included in contracts with the supply chain

General responsibilities:
  • Maintain a comprehensive awareness of the effective deployment of quality management across within the Project Delivery team and within the supply chain contracted to the team
  • Provide fact- and data-based reports on a planned and ad-hoc basis, using professional judgement to escalate issues when necessary
  • Engage fully in all health and safety requirements and initiatives within the organisation and ensure that they are effectively deployed in the two reporting teams.

This post will be located on the Parliamentary Estate, Westminster, London. Essential:
  • Member of Chartered Quality Institute
  • Excellent knowledge of ISO9001, preferably gained through being an ISO9001 Lead Auditor 
  • Very good written and oral communicator in the English language
  • Professional presentation skills
  • A good understanding of the application and mechanisms of contracts in construction projects
  • Significant practical quality management experience in major, complex business critical programme and project environments
  • Management responsibility, including maintenance of effective relationships with suppliers on at least three major programmes/projects
  • Utilising a variety of methods to embed, motivate and enforce quality management requirements within organisations and their supply chain
Desirable:
  • Preferably a Member of the Association for Project Management
