Jacobs Canada has a growing business in major transit programs and we are strengthening our existing quality management team on a major rail transit program. Jacobs is currently providing Project Management Services to our client on its major transit projects within GTHA. As part of this scope, Jacobs provides quality oversight on all parties to the projects.

 

 

 

 

 

We are looking for a Quality Assurance Lead with Construction experience for a large Transit / Rail project Downtown Toronto.

 

 

 

 

 

The Project Quality Assurance Lead is responsible for specifying the quality requirements during tendering phase and developing and implementing an effective quality assurance plan during implementation phase identifying KPIs, processes, procedures, audit programs and other control measures, through which monitor quality performance of all parties and make them accountable to their contractual obligations with regards to quality.

 

 

 

 

 

The incumbent has a deep knowledge of multiple project management knowledge areas; thorough understanding of quality systems as well as business and project objectives; understands industry standards and practices; and has a thorough understanding of contract requirements. He/she uses communication and negotiation skills to guide, influence, and convince others, and interacts internally with Project Delivery Team and multiple departments in corporate offices, and externally with different contractual parties involved in the project, such as Prime Contractor, Technical Advisor, Third-Party Utility companies, municipalities and any other consultants and sub-consultants hired by Owner for successful delivery of the project.

 

 

 

 

 

In coordination, liaison, and integration with the Program Quality team:

 

 

 

•    Develop a Quality Assurance and Monitoring Plan for the project in alignment with the Capital Projects Groups QMS, identifying the processes and procedures needed to monitor the quality compliance of the contractor and other parties to their contractual requirements;

 

 

•    Train and induct the Project Delivery team on the Project Quality Assurance Plan;

 

 

•    Review the contractors and other parties various quality submittals including various quality management plans, quality procedures, inspection and test plans, etc., in alignment with the Contract and ISO 9001 requirements;

 

 

•    Liaising with Field Quality Assurance and Technical Services Consultant to verify contractor adherence to various project quality plans and procedures, implementation of the Inspection and Test Plans, and the resolution of non-conformances; 

 

 

•    Represent Owner as quality delegate in meetings with the other parties, including prime contractor, Technical Advisor, third party organizations and other Service providers;

 

 

•    Prepare a comprehensive quality audit program for the project including internal and external audits based on the project risk criteria, conducting and/or participating in audits, and attending contractor internal audits;

 

 

•    Validate/issue all the project Non-Conformance Reports (NCRs) that are identified by the contractor, the Filed QA Services Consultant, or by the Quality team. 

 

 

•    Monitor and manage the NCRs and provide technical quality decisions with respect to verification, correction, and corrective actions;

 

 

•    Provide technical quality support to other project team members when preparing and implementing internal procedures, identifying process deficiencies, and maintaining continual improvement;

 

 

•    Present results of audits to senior management in a prompt and measurable way;

 

 

•    Participate in defining program quality metrics and Key Performance Indicators; and

 

 

•    Maintain documentation of Compliance activities

 

 

•    Work with multiple Program, project, and contractor stakeholders; and

 

 

•    Develop a collaborative approach across all teams to encourage improvements in quality performance.

•    Extensive knowledge of ISO 9001 requirements and project delivery processes in   Design Bid Build and AFP (P3) Project Delivery Models;

 

 

•    Good understanding of contracts, including AFP (P3) contracts;

 

 

•    Comprehensive understanding of QMS based on ISO 9001;

 

 

•    Hands-on experience with quality assurance (QA) and quality control processes;

 

 

•    Lead auditor experience and ISO 19011 skills;

 

 

•    Professional Engineering registration is preferred;

 

 

•    ASQ certification is preferred; and

 

 

•    PMP certification is preferred.

 

 

 

 

Education, Experience, & Certifications:

 

 

 

 

•    BS degree

 

 

•    ISO 9000 Auditor/Lead Auditor certificate

 

 

•    Minimum 10 years experience in heavy civil or industrial projects

 

 

•    5 to 10 years experience in similar roles.

 

 

 

 

Ability to visit construction sites regularly
