Procurement Manager - Industrial Construction in CAN-AB-Edmonton, Canada

Cord Ltd. is seeking a
Procurement Manager to work on our scope of work for the Trans Mountain Expansion Project. This position will require the successful candidate to travel to site when required.


Responsibilities:

  • Accountable for the establishment, implementation and maintenance of an efficient and effective supply chain base through the selection, qualification and ongoing management of suppliers. This will include the development, implementation and execution of processes with internal and external customers to address supplier prequalification, delivery, performance, quality, best value, service, technical improvements, safety and other related items.
  • Responsible to provide accurate information on industry procurement practices including: strategic procurement, contract law, proposal solicitation, negotiation strategies, treatment of irregularities, securing best value, , performance management, ethics, etc and recommend process improvements accordingly.
  • Responsible for the approval of qualified suppliers by evaluating the financial status, capacities, quality, general technical capabilities and improvements, management, performance and delivery trends.
  • Responsible to work with the various project teams to develop scopes of work, specifications, safety and loss control, quality standards and other relevant issues.
  • Responsible to work with key external stakeholders, client representatives and when called upon, act as a Cord representative in Client meetings.
  • Responsible to provide guidance and leadership to all procurement personnel including hiring, performance assessment and corrective measures.
  • Responsible for the acceptance, implementation, ongoing training, operation and recommendations for improvements to the Cord computerized field procurement system (Smart Plant Management SPM).
  • Responsible to provide a leadership role to all customers in the planning, facilitating, developing, assessing, recommendation, clarification and evaluation of RFIs, RFPs, RFQs and other competitive proposal requests.
  • Adhere to all corporate policies and ethics codes, i.e., Corporate Code of Conduct, Executive Directive, Procurement and Contracts, etc.
  • Undertake specifically assigned projects relating to the procurement function and provide summaries, reports, business cases and recommendations on projects along with other activities as required


Qualifications

  • Knowledgeable in Supply Chain Management processes utilized in manufacturing, oil & gas and / or construction environments.
  • Minimum 7-10 years supply chain / procurement experience in a manufacturing, oil & gas or construction environment.
  • At a minimum the applicant should possess a SCMP designation (Supply Chain Management Professional SCMA) along with a Grade 12 education. 
  • Preference will be given to those candidates with  SCMP accreditation, Business Administration Diploma, applicable degree and / or specific education in the areas of Accounting, Business Planning and Operations, Business/Contract Law, Commerce and Management Theories. 
  • Extensive experience within EPC or managing EPC environment
  • Competency in SCM systems and tools, including working experience in  Oracle environment
  • Thorough understanding of Contract and Purchasing Terms and Conditions and Compensation models
