Executive, Procurement in Pasir Gudang, Johor, Malaysia

Job Purpose

Responsible for planning, formulating and managing Project Services Management team, under SCM Division to enhance MMHE’s competitive edge and profitability level as well as for institutionalizing best procurement practices in creating a procurement function of excellence in line with the Company’s vision of becoming a world-class player.

Responsible to ensure the supply chain functions are managed within schedule and costs allocation in meeting the departmental business goals and in compliance to supply chain management policies, procedures and guidelines.

Responsibilities

1) Plans & Strategies

  • Execute and synergized supply chain plans, strategies, roadmap, initiatives, and procurement tools (i.e. PA/FA/Price List, etc.) to bring down overall costs (materials) in bidding stage, and enhance product reliability and post-award to main contracts activities for lead and/or critical items.
  • Develop team’s performance measurement criteria/indicators based on industry best practices and benchmarking to ensure continuous improvement.

2) Project Procurement Management

  • Ensure workflow meet the objective to maximize resources utilization and cost savings, improve win rate in bidding, ensure smooth operations and achieve business goals.

3) Supply Chain Management Policies, Procedures and Governance

  • Comply with SCM policies, procedures, guidelines and governance that will facilitate consistency in approach and professional conduct of affairs, process integrity, compliance with regulatory, Group and safety guidelines, industry best practices, Corporate goals and objectives, and improve risk management.

4) Improvement Initiatives

  • Develop and monitor SCM improvement initiatives to achieve divisional excellence and improve Supply Chain processes, current work style, practices, policies, procedures and others. That would result in measurable cost and non-cost benefits, and at the same time design and manage comprehensive control and monitoring mechanism to protect the integrity of the supply chain activities.

5) Stakeholder Management

  • Maintain close relationship with relevant parties (e.g. Business Development, Commercial in OBU/MBU, Client, Project Management Team, Engineering and others) and vendors/contractors to facilitate smooth connection within parties to deliver the divisional objectives.

6) Capability Building

  • Attend training related with job functions to close the competency gap, and enhance in self-improvement and career development.
  • Conduct knowledge sharing session to improve the skills and knowledge of colleagues in SCM Division.

7) Work Culture

  • Create, promote and maintain a healthy, safe, motivating and conducive work environment that promotes a culture of excellence and a global championship mind-set with the objective of improving productivity, maintaining standards of service, promoting industrial harmony as well as instilling discipline and integrity.

8) Leadership

  • Establish leadership, direction and guidance to motivate and to nurture potential qualified leaders in the Supply Chain Services department for breakthrough performance to take MMHE to greater heights.
  • Willing to take ownership and responsibility for work related issues.
  • Self-motivated with a strong work ethic.
  • Ability to work in a fast paced work environment and orchestrate multiple activities at once to maintain a high volume production schedule.

9) HSE

  • Support HSE initiatives and inculcate HSE among its staff and workers to develop HSE as work culture.

Requirements

  • Degree in Engineering, Science, Business Administration, Management or other professional related qualification.
  • More than 5 years’ relevant experience in supply chain management within supply chain management, heavy engineering and oil/gas industries.
  • Track records in successful cost management in supporting company in winning more projects and in sustaining the business in a highly competitive oil and gas market.
  • Experience in streamlining and improving Supply Chain processes to achieve improvements in productivity, cost effectiveness and performance level.
  • Excellent negotiation and influencing skills.
  • Strong multi-tasking and organization skills in completing deliverables timely in a fast paced environment.
  • Excellent people management of internal and external stakeholders in achieving the desired results.
  • Readiness to assume new responsibilities as assigned by superior in line with business requirements.
