Qualification & Certification :

  • Diploma Engineering or equilvalent with 8 -15 Yrs. Experience in Pipeline Projects
  • Valid BOSIET certificate (Opito).

OTHER OBSERVATIONS ON THE SPECIFICITIES OF THE JOB

  • Based in Qatar with Frequent missions worldwide to be forecasted (to FEED contractor, line pipe manufacturers and EPC Tenderers’ location).
  • Experience in the management of a complex multi discipline Project team, with more than 5 years in Riser and Flowline systems.
  • Good motivationnel skills. Sound organization ability and respect for planning and budgets. Good knowledge of the relevant environnement, open to new concepts and methods of construction, completely autonomous and delivery focus.

MISSIONS

  • The job holder is responsible, under Project Manager’s responsibility, for all the activities related to the engineering, supply, procurement, manufacture and fabrication of the 16inch pipelines between DP4, DP43 and DP2 platforms located on offshore field, Qatar, and represents the Company technical authority for this discipline. The job holder organises, controls and coordinates the technical works relative to the discipline as well as technical works and studies performed by the various contractors whom he is the contact point.
  • The job holder shall ensure that all engineering technical deliverables are timely issued and fit for purpose.
  • The job holder shall also ensure that all engineering interfaces related to Flowlines are dully dealt with and managed with other concerned entities from Head Quarters and TEPQ.
  • The job holder shall set up and supervise the necessary organisation to closely monitor the Quality control activities on the various places of execution, including but not limited to line pipe manufacturing mills, bending contractors facilities and coating mills.
  • The job holder is also responsible for validating the equipment qualification status (procedure / programme / report) and shall remain, during the construction / installation / commissioning phases and with regards to Flowlines, the correspondent for any engineering occurring problem, for any advice to be given or technical deviation request to be analysed and answered.
  • The job holder reports to the Project Manager and might be able to act as Project Manager temporarily.
  • The job holder is also accountable for demonstrating an exemplary behaviour with regard to H3SE rules & requirements and for implementing H3SE rules within his area of responsibility

OBSERVATIONS ON ACTIVITIES AND MISSIONS

Main Challenges identified for the 16” pipeline replacement Project:

  • Planning: Very fast track context requiring pro-activity, anticipation, and efficiency to execute the project without short cuts to the Company rules and referential

Technical:

  • Corrosion Resistant Alloy material
  • Root Cause analysis of previous pipelines failure still ongoing in parallel of the project start, will require closed coordination with the investigation team in charge, in order to address/implement potential mitigations identified during the course of execution, including a robust Quality control of all steps of execution
  • The work will be distributed in various places in the world. Sound management of the in-country activities and close relation with Head Quarter Product Line representatives and technological experts will be à key factor for the success for this project.

DETAILED ACTIVITIES

  • To adopt and demonstrate an exemplary behaviour with regard to H3SE, to implement H3SE rules and requirements within his area of responsibility and to ensure that required H3SE competencies are within his area of responsibilities.
  • To have a deep knowledge of Flowlines engineering-related Company Rules and Specifications (CR’s/GS’s), international standards, for right application to the Project.
  • To identify, implement and manage all necessary engineering external studies related to Flowlines.
  • To supervise and control the detailed engineering of Flowlines by timely reviewing / validating the documentation issued by Contractor(s) and Vendor(s) (technical documentation / queries / derogation requests...), in compliance with SOR, TOTAL General Specifications, Project Contractual technical requirements, and international norms and standards, with the objective to ensure respect of schedule, costs, quality and safety.
  • Raise consequently necessary comments and highlight unsafe design, deviations, unacceptable / unjustified design choices, constructability issues...
  • Ensures follow-up / review / validation of progress performed by Contractor(s) and Vendor(s) in his discipline and analyses/reports drifts that could occur and propose remedial solution
  • To ensure that QHSE issues and requirements are correctly handled and met in all the Flowlines technical documents.
  • To interface actively internally with Installation Lead and lead engineers from Head Quarters as necessary on all engineering, procurement, constructability, commissioning, operability and maintainability matters, in order to ensure consistency of the work.
  • To manage interfaces with the other entities related to the Flowlines.
  • To support technically Contract Engineer (and team) for all contractual issues related to flowlines.
  • To review, approve or comment the qualification and test programmes (test protocols, implementation of results), and to analyse and approve results, deciding on any changes or complement in the program. (Day-to-day follow-up of qualifications and tests is performed as part of the QA/QC Leader’s activity.)
  • To follow and control the supply and procurement done by the Contractor(s) and the Vendor(s); to define the QA/QC programme in coordination with the QA/QC Leader and the procurement leader; to define inspection programmes and organise the inspections at the various locations.
  • To lead project reviews as requested by TOTAL’s referential (HAZOP, HAZID, SPOT, ODR, PTR...) and prepare or participate in Safety / Technical Audits for his discipline.
  • To supervise Company Representatives at Vendor’s and Contractor’s sites and participate to the resolution of any related-discipline problem occurring during the procurement and fabrication Phase, to advise on technical deviation requests and to keep updated the documentation related to his discipline.
  • To participate in the installation, tests, commissioning and handover, assisting the Installation Leader during all the Offshore phases of the works.
  • To ensure adequate and timely reporting to the SURF Package Manager (progress, concerns), and, as a general manner, anticipates problems, optimizes, improves, offers solutions with regards to his discipline.
  • To ensure confidentiality of all the Flowlines documentation produced (whatever its support)
