Contract Duration: Contract – Residential until mid 2014

The key function for the Head of Commissioning is the implementation and execution of the Project Facilities Completion Plan as endorsed by the JB OG PMT Project Manager.
The Head of Commissioning is within the Project Management Team the “bridge” between Construction Contractors (Mechanical and Civil, and Instrumentation, Electrical and Telecoms scope), Vendors, Operations Development (responsible for the operations readiness) and Asset Organization (being the life cycle operator).
Contractually the construction and commissioning activities are the scope of the Contractors and Vendors. However it is recognized that to deliver a “flawless” commissioning and start-up substantial technical support, coaching and motivation of the Contractors and Vendors will be required b y the Head of Commissioning
The Head of Commissioning is expected to lead the commissioning process, and is supported by a small team of commissioning leads/discipline commissioning focal points and by a system completion team, who are managing the MC-plus software completion package.
Tasks and Duties
Reports to Project Manager.
Delivers the systems and facilities transfer and progress safely, reliably and timely from construction via pre-commissioning and (dynamic) commissioning to ready for start-up.
Ensure Company standards and interests are represented, with special emphasis of process and personal safety.
Drives, coordinates and facilitates the commissioning activities meeting the objectives to deliver a flawless commissioning.
Delivers commissioning such that systems and facilities are handed over in the start-up driven logic and sequence as described in the Project Facilities Completion Plan.
Ensures that both Contractors and Vendors timely deliver the commissioning plans, commissioning procedures, commissioning test plans and commissioning method statements and coordinates endorsement of these plans and method statements within PMT and with Operations Development.
Delivers that the MC-plus package is fully populated, kept current and fully exploited in supporting the administrative side of the system completion activities.
Delivers that the appropriate completion procedures will be timely in place for the punching activities, functional testing and compilation of the System Completion Packages and Commissioning Books (Book-L).
Delivers that his team has the minimum required competencies to manage the PMT commissioning and completion activities.
Creates an environment in which all safety and reliability issues and incidents are reported and plays a role model in the follow-up of such issues and incidents.
Creates and co-ordinates two-way dissemination of lessons learned from other assets, shareholders and organizations. Conducts, and follows up on the status of Action Plans implementation.
Disseminates learning points ensuring the organization learns and develops.
Manages formal communications on commissioning within PMT.
Aids and facilitates professional development of staff in PMT.
Review and approval of the commissioning deliverables by the construction contractors.
Monitor construction contractors’ commissioning deliverables and performance.
Monitor, inspect, audit and guide all commissioning activities performed by the construction contractors in order to achieve a safe, healthy, environmentally friendly, on-time and within budget realization of the project.
Plan, organise, implement and update the Project Commissioning Plan and Procedures. This will include all project procedures required for the complete execution of the project up t o handover to Operations
Plan, organise and implement a realistic and achievable project commissioning schedule, and lead the execution of project commissioning
Be familiar with all applicable Project and Company philosophies, policies and procedures and ensure full compliance.
Identify and anticipate on potential future problem areas and develop timely solutions in the areas of commissioning and startup
Work effectively with PMT Members, Project Staff, Contractors, Operations Development Department and others to establish and maintain required working interfaces with technical groups during Project execution
Responsible for tracking the construction contractors’ progress on all commissioning activities including addressing slippages in a timely manner
Keep his supervisor fully informed on matters related to his area of responsibility so that decisions can be made based on the best available information in a timely manner, and highlight those issues which have an impact on Project Basis of Design, project specifications, safety, quality, cost or schedule.
Provide verbal and written reports as necessary in order to communicate such information.
Maintain the PMT and contractors’ teams focus on safety and quality
The Head of Commissioning will have contacts with technical and managerial staff at all levels of Company, Contractor and Vendor organizations, typically in Operations, Maintenance, HSEQ and Engineering & Ventures.
Independence of Operation
The incumbent is expected to work independently, with work subject to review and discussion at the discretion of the Project Management.
Proactive management of all issues associated with Commissioning is expected in accordance with professional standards and company policies.
Operates independently in processing, interpreting and disseminating information.
Generally sets work/task priorities, schedules etc, in line and in support of the project schedule.
The Head of Commissioning leads a team of around 3 to 4 commissioning leads and possibly a system completion lead.
This position involves approximately 50% office-based and 50 % field based activities (site visits, safety visits and walk-the talk visits).
Experience and Qualifications
BSc. or MSc in Chemical, Process o r Mechanical Engineering or equivalent.
Experience and at least 5 years in a relevant line management position.
Flexible and innovative, have a focused, pragmatic approach to solving complex problems and a keen determination to deliver positive results
Very good written and spoken English and good communication skills
Good coaching and facilitation skills
Candidate will have good, sound knowledge of engineering principles and will be capable of reading simple drawings, e.g., P&ID’s, Plot Plans, Isometrics, etc.
Candidate will be able to work within a project team environment and be solely responsible for the project’s commissioning, coordination of all commissioning matters between Project Team and construction contractors relative to the scope of the project in a leadership position.
Candidate will be computer literate i n basic systems and able to communicate with that media.
The position requires a n ability to liaise effectively at all organizational levels and to represent the Project on commissioning issues
Be able to cope in a positive and productive manner within a high-pressure environment as expected in a large project with an aggressive schedule.
Have good oral communication abilities and writing skills in the English language
Worldwide experience with contractors and vendors, in particular those involved in the construction of onshore facilities.
Results oriented. Must be able to understand impact of decisions/changes on project risks.
Highly developed interpersonal skills are essential.
Demonstrated experience of managing construction contractors.
Ability to utilize networking, influence skills and technical knowledge to achieve project’s goals.
