Site Commercial Manager in GB-Cumbria-Westlakes, United Kingdom

Wood is recruiting a Site Commercial Manager with experience in the nuclear industry to support our Nuclear business in Cumbria by ensuring effective commercial management is being undertaken on the various projects and in some cases providing such specific commercial management, all in accordance with all relevant Wood policies and procedures. The role will be based in our Westlakes offices in the North West of the UK but there will be a need for periodic visits to client sites, as projects require.

The Nuclear business provides a mixture of high added value consultancy, engineering and project management support, and delivery of EPC projects, to major clients in the UK and Overseas across both the civil nuclear and defense industries, including Dounreay, Sellafield Limited, Urenco and Magnox.  We are proud to have supported these clients for many years, and our partnering arrangements will enable us to sustain and enhance this support in the long-term. We also deliver a number of projects for other private companies and academia needing decommissioning solutions.

Our nuclear business has offices in Knutsford and Birchwood in Cheshire, Gloucester, Dorchester, Harwell, Glasgow, Newcastle, Bristol, Cumbria, Reading and London. We also have a strong international presence to support our growing operations in France, Slovakia, Czech Republic, Poland, South Africa and Japan.

As the business grows, we are looking for a Site Commercial Manager to support commercial aspect of project delivery in Cumbria.

Responsibilities

  • Ensuring the right collaborative behaviors, ethics and safety standards are applied in accordance with the Wood values
  • Member of the lead team and focal point for all commercial aspects of project acquisition and delivery in Cumbria business
  • Liaise with key stakeholders of Cumbria business (members of LT, OD) to ensure decisions are made in accordance with Wood policies and procedures
  • Provide support to work winning efforts and effecting tendering and contracting strategies
  • Ensure all projects (other than JV-led projects where it will be more a monitoring role) are delivered in line with the approved profit levels and in accordance the Wood policies and procedures, or provide timely information if expectation may not be met, to allow appropriate mitigation strategies
  • Ensure adequate management of interfaces with th JV-led framework projects (provision of Wood information into respective JVs, maintaining adequate care and line management support to the commercial team seconded into JVs, attendance of exec meetings if required)
  • Optimization and understanding of margin position and ensuring robustness of end life forecasting
  • Managing liabilities and associated provisions/accruals, including communication of such to the appropriate stakeholders
  • Advising and supporting on Risk Mitigation activities in all commercial aspects

People Management

  • Keep the Decommissioning Service Line Commercial Manager appraised of the appropriate commercial people matters, along with escalating events where necessary
  • Line management for the Cumbria QS teams, along with undertaking all associated aspects of Line Management
  • Coordination of functional events to ensure engagement by commercial team in such things as the team brief, focus areas, SMEs
  • Development of the adequate commercial resource plan aligned to the project demands, identifying shortages and making suggestions for improvements and optimization as required
  • Mentoring of junior staff members within the commercial team, ensuring project workload is maintained, development is progressing as planned/expected, training needs are met and ensure academic targets are maintained

Detailed Work Winning Requirements

  • Ensuring the commercial robustness of all commercial offers and ensuring that the relevant approvals have been obtained before making such offers
  • Review proposals for robustness and approve in accordance with the delegated authority, assist in the presentation of larger proposals for more senior level review
  • Chair contract and pricing sheet reviews
  • Ensure tender risks are reviewed and appropriate mitigation strategy including contingency is implemented in the tender and recorded in the commercial plan
  • Take part in contract negotiations
  • Ensure tendering and the final pre-contract position including contingency and risk mitigation measures are adequately reconciled and recorded in the project commercial plan

Detailed Delivery Requirements

  • Preparation, review, submission and presentation (where necessary) of a suite of monthly reports, including order book
  • Business Unit monthly forecast, Business Unit cost / value summaries, project C/V summary reports etc
  • Monitoring of end life forecast on all projects within the portfolio to ensure operating profit is maintained and commercial issued are identified, changes are reported in a timely manner, identify and support the mitigation of risks which will have an impact on gross margin
  • Providing information to support senior commercial requirements
  • Ongoing monitoring of costs to ensure value for money for both the client and Wood and supply chain
  • Ensuring that payments to Wood and suppliers are made in a timely manner
  • Attending and contributing to monthly project reviews
  • Change management in the ongoing contracts, ensuring Wood governance is adhered to prior to submission to client
  • Close liaison with operations managers and lead team in all daily operational activities
  • Provision of commercial advice to business and project managers and ensuring adequate commercial awareness training is provided
  • Preparation and negotiation of variations, contract amendment and claims
  • Supporting Contracts Manager in preparation, review and negotiation of terms and conditions of contract for new projects and clients and provide guidance where necessary
  • Developing and maintaining business relationships with Customer and supply chain counterparts
  • Ensuring all relevant records are kept as appropriate, monitor and maintain project documentation records and registers to ensure compliance with client and Wood policies, procedures and expectations
  • Project commercial management and quantity surveying on a small number of new projects.

Supply Chain (including Sub-contracts & Partnering)

  • Ensure appropriate Supply Chain arrangements are in place and adequately managed
  • Ensure that Supply Chain contracts are placed and managed in accordance with relevant Wood policies and procedures and in a manner, which optimizes Woods commercial position
  • Agree and manage internal services arrangements
  • Assist in the preparation of Framework/Task specific procurement strategies, including coordinating procurement activities with other Wood entities
  • Review technical procurement specifications and mentor Framework team in the preparation of commercially sound specifications as required
  • Provide commercial review/input to procurement specifications, ITTs, tender reviews, purchase orders and contracts
  • Review prepared procurement specifications, purchase orders and contracts
  • Evaluate and settle supply chain claims


Skills / Qualifications

  • University graduate or above in Quantity Surveying, Law, Business Studies or other appropriate discipline, but time served QS or contract management experience will be considered
  • Proven business experience within a similar commercial role (in the nuclear sector would be an advantage)
  • Significant practical working experience of NEC 3 suite of Contracts, including Fixed price and Target price models, is essential for this role
  • Attention to detail and good numerical skills
  • Working knowledge of the Company Finance and HR systems
  • Leadership, people management and motivational skills

  • Good communication skills for both internal and external interactions
  • Able to work independently and as part of a team
