HR Manager in As-Sulaymaniyah, Kurdistan, Iraq

Qaiwan Group, one of the independent refiners and Independent Power Producer in Kurdistan, Iraq, has an immediate need for a talented Human Resources Manager.

This position will lead, direct and support all aspects of Human Resources including payroll, for Refinery Power Plant and other midstream facilities’ (Tank Terminal) employees being run by the company and management /supervision in alignment with the short and long-term goals of the Company

The successful candidate will implement and maintain Corporate HR policies, procedures and benefits at the Refinery, PP and Tank Terminals, Provide strategic and day-to-day support and consultation to the supervisors and managers on HR issues: employee/labor relations, staffing, performance evaluation, policy interpretation & administration and benefits.

Main Tasks and Accountabilities

  • Maintains the work structure by updating job requirements and job descriptions for all positions.
  • Represent the company in handling complaints, arbitrating disputes, or resolving grievances.

  • Analyze and develop labor strategies in conjunction with the Corporate objectives
  • Assist with the development of succession plans with refinery leadership
  • Proactively work to resolve employee relations issues by conducting investigations and recommending viable solutions. Provide guidance on disciplinary issues and strategies to supervisors and managers.
  • Assist with Performance and Talent Management plans. Assist in the delivery of training to make sure supervisors and managers are up-to-date with their skills and knowledge of the program.
  • Lead and fully support HR department
  • Stay up-to-date on local, state and federal guidelines/laws
  • Participate in the development and implementation of local HR policies and procedures as needed and as required under contract or government regulations.
  • Monitor compliance to policies and HR procedures and provide feedback to the Refinery Leadership team
  • Provide consultation and expert advice to members of management. Ensure refinery administrative procedures, discipline, safety policies, management practices and labor contracts are administered consistently and fairly
  • Work with representatives from corporate in implementing new rules and regulations issued.
  • Attend and participate in routine staff, refinery leadership meetings
  • Review and understand all aspect of the benefits offered to employees. Have the ability to answer questions and help employee with issues, enrollment and changes
  • Assist in the various recruitment strategies and hiring procedures of candidates as necessary
  • Final sign-off on payroll transaction, benefit invoices and other invoices created by the department
  • Administer company policy within the department. As a key member of the Refinery Manager’s staff, participate in the development of refinery management philosophy as well as support and implement management policies and practices
  • Directly work with the (Refinery, PP, TT) Leadership Team to develop and control the overall facility budget for production, capital and expense
  • Develop the department expense budget and continuously monitor these costs to anticipate and control possible variances
  • Maintain and improve the performance of department personnel. This includes organizational changes to meet changing needs, hiring of new personnel, and administering a personnel performance improvement program that includes goal setting, performance evaluations, and counseling to achieve high standards of performance
  • Updating and maintaining the HRMS system with all relevant employee information
  • Working closely with the legal team to manage the process of obtaining visas
  • Maintain professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; participating in professional societies.
  • Manages the preparation and maintenance of such reports as are necessary to carry out the functions of the department.
  • Analyzes salary data to determine competitive compensation structure for employees.
  • Plans and conducts new employee orientation to foster positive attitude toward Company goals

Education

  • Bachelor’s Degree in Human Resources
  • Chartered Institute of Personnel Development (CIPD) qualified preferred

Work Experience

  • 15+ years HR experience
  • 10+years of professional HR/Labor experience in the petrochemical, manufacturing or refining industries
  • Experience with HRMS or similar human resource management system

Skills Required

  • Excellent organisational, communication and negotiation skills
  • Ability to multitask
