Job Description
The Role:
This position is part of a team of five air permitting engineers and two air program coordinators supporting the Norco Manufacturing Complex and reporting to the Environmental Manager. The position focuses on Title V permitting, New Source Review, applicability determinations and regulatory compliance systems for New Source Performance Standards, National Emission Standards for Hazardous Air Pollutants, and Louisiana specific regulations, emissions estimating, and plant compliance programs. Support for other needs such as release reporting, issue analysis, permit compliance, and work process improvements is also included at times.

Accountabilities

Obtain air permits, variances, and regulatory approvals
Review projects and Management of Change actions for compliance and permitting requirements
Review turnaround plans for compliance and permitting requirements
Interpret Clean Air Act regulatory applicability and compliance requirements
Analyze new regulatory requirements, develop compliance guidance, and implement effective compliance requirements in the field
Understand the detailed requirements included in permits and assist Production and Technical representatives to develop and implement effective environmental compliance management systems including training as needed
Foster full compliance with environmental regulations by using or implementing effective compliance management systems
Meet all regulatory and internal deadlines
Verify the accuracy of all information for submittal to regulatory agencies
Negotiate issues with agency, contract and internal resources
Provide guidance and support to other environmental staff in areas of expertise
Supervise contract resources within deadline and budget constraints
Provide database support for compliance and permitting programs using Excel, Access,a nd ops Environmental, including interaction
Develop and submit emissions inventories
Provide LDAR report generation from Leakdas database
Provide agency and internal audit support
Dimensions

Supervises multiple contractors at times
Manages expeditures up to about $500,000 per year
Evaluates extensive range of chemical plant and refinery requirements
Manages databases used by Environmental Department
Works with a wide range of technical and operating personnel, agency personnel and corporate resources
Communicates issue positions that are at times adverse to perceived short-term business interests
Impacts significant short and long term business decisions
Special Challenges

Essential Skills / Qualifications:
Legal authorization to work in the US on a full-time basis for anyone other than current employer
TWIC Card (Transportation Worker Identification Credential) or the eligibility to obtain a TWIC card
Bachelors Degree
Chemical Engineering or related equivalent preferred
Minimum of ten (10) years experience in environmental regulatory programs and/or permitting for air programs; refinery, chemical plant or pharmaceutical industry experience preferred
Minimum of three (3) years air program experience
Proven track record of successful permitting and negotiating experience preferred
Demonstrated strong knowledge of and background in CAA related regulations
Environmental database management (design and maintenance) preferred
Proven familiarity with Louisiana air regulations preferred
Demonstrated experience with NSR permitting, NAAQS, and/or LTAP modeling preferred
Proven proficiency in Microsoft Office Suite
Demonstrated skills in LDAR database management (Leakdas)
