Principal Subcontracts Specialist in 04, Khobar, Saudi Arabia
Job Overview:
Principal Subcontracts Specialist (PSS) A representative assigned from Supply Chain Group to manage and lead the Subcontract activities of a project and reporting administratively to the Project Manager and functionally to the IK Supply Chain Manager and Subcontract Manager-Middle East. The PSS will ensure that Subcontract planning, tendering, and administration is performed efficiently, effectively and in accordance with corporate policies and procedures.
Key Responsibilities/Accountabilities:
- Pre-Contract Award:
- Read and understand main Contract requirements
- Develop and maintain Project Subcontract Plan.
- Develop and finalize bidders list for each type of work to be subcontracted and obtain necessary approvals.
- Responsible for preparing and negotiating Subcontract Agreements with inputs from the end user departments.
- Ensure scope of work and other requirements pertinent to a specific subcontract (e.g. performance criteria, milestones, controls and reporting) are clearly defined for inclusion in Subcontract Requisitions and resolve any discrepancies or deficiencies within the Requisition or technical documents with the PMT/Client.
- Ensure main Contract conditions, where applicable, flow through to Subcontractor (unless otherwise approved).
- Facilitate and review responses to Bidders queries regarding Requests for Proposal.
- Commercial evaluation of proposals and make recommendation for award after technical input.
- Ensure that a Gap Analysis of risks is done for all Subcontract items; this is the gap between the risks being undertaken by MDR in the main contract and the risks undertaken by the Subcontractor as per the Subcontract.
- Clearly understand the interfaces between MDR and the Subcontractors, and ensure that the responsibilities are clearly and adequately addressed in the Subcontract documents.
- Facilitate bid clarification meetings, pre-award and award meetings as required.
- Post Contract Award:
- Develop and maintain appropriate registers for all subcontracts to monitor our performance against the responsibilities undertaken as per the Subcontract.
- Ensure proper meeting minutes are recorded and distributed in a timely manner, both pre and post award.
- Participate actively in change management and risk management sessions and use the DTCMS effectively with respect to Subcontracts.
- Review all project correspondence including Letters to and from Client, Letters to and from Subcontractors, Technical Query (TQ) Log, Site Query (SQ) Log, Supplier Concession Requests (SCR) log, Revision Order log, OS&D log and JEIT (Joint Equipment Inspection Team) logs, with a view to identifying contractual issues and external changes related to Subcontracts.
- Ensure that changes caused by Subcontractor are recorded and any cost impact back-charged to Subcontractor in a timely manner.
- Defend all claims or change requests initiated by the Subcontractor.
- Monitor key dates against dates defined in the main contract and any subcontracts and advice Project Controls Manager / Project Manager / Project Director of the implications of delays, if any.
- Ensure that notices and certificates are issued and received in accordance with the main Contract and Subcontracts. In particular, ensure insurance certificates are issued prior to mobilization.
- Ensure Subcontract schedules and associated manpower histograms, S Curves, progress reports, etc. are issued
- Ensure that the letters and notices from the Subcontractors are appropriately replied to.
- Ensure all letters, instructions and notices given to Subcontractors are acknowledged and acted upon in a timely manner.
- Ensure that contract requirements with respect to approvals of subcontractors, providing bank/parent company guarantees and insurances are adhered to.
- Ensure that back-to-back guarantees, warranties and insurances are obtained from Subcontractors and are kept up-to date.
- Input to project weekly and monthly progress reports for internal and external distribution as per internal and Contract requirements.
- Assist the operations and controls personnel in progress measurement and reporting of Subcontracts.
- Manage the invoice and payment process of Subcontracts this involves the valuation process, acknowledgement of service, preparation of the MCC and approval of invoices.
- Review documents for customs clearances, legalization documents and tax documents, with respect to Subcontracts.
- Manage commercial close out of Subcontract Agreements. Follow up on Completion Certificates. Monitor bank guarantee and retention releases.
- Responsible for compliance with Global Procedures, Policies and Project Procedures.
- Assist SCM Manager and Regional Subcontracts Manager to identify and develop trusted Subcontract partners on various disciplines.
Basic Qualifications:
- Bachelors Degree in Engineering or Degree in Contracts Management, or the equivalent experience.
- Civil Engineers with Quantity Survey experience are preferred.
- A minimum of 10 years prior engineering and construction industry work experience
- 3 to 5 years prior commercial / contractual management experience including subcontracts administration / quantity surveyor experience of which 3 years directly concerned with Onshore or Offshore Engineering and Construction projects.
- Arabic language skills is an advantage.
