Senior Manager Contracts in DU, Dubai, United Arab Emirates

Job Overview:

Responsible for providing pre-contract support during proposal phase of a large Qatar LNG project, and then for all prime contract management activities post award.

Key Responsibilities/Accountabilities:

  • Review of ITT documents highlighting any provisions which should be addressed as part of the risk assessment process.
  • Prepare a flow down clause plan highlighting the key obligations and liabilities which are required to be passed onto subcontractors / vendors. In particular, ensure that back-to-back guarantees, warranties and insurances are obtained from subcontractors / vendors.
  • Participate in risk reviews and provided contractual input.
  • Prepare the early deliverables register.
  • Participate in internal proposal reviews as required.
  • Attend proposal clarification meetings with client as required.
  • Participate with consortium interface as required.
  • Present the Contractual requirements to the project team members such that everyone is aware of the Contractual baseline requirements.
  • Build and maintain effective relationships with key members of the client's project team.
  • Responsible for Change Order Management within the Project, driving the culture of proactive change management, holding meetings to identify external changes i.e. changes to be compensated by the Client / Vendors and Subcontractors.
  • Review all project correspondence including Letters to and from Client, Letters to and from Vendors and Subcontractors, Technical Query (TQ) Log, Site Query (SQ) Log, Supplier Concession Requests (SCR) log, with a view to identifying contractual issues and external changes.
  • Together with the Project Controls Manger, evaluate cost and schedule impact of all individual external changes and the cumulative impact of all these changes.
  • Ensure adequate contemporary records are maintained to support any requests for additional cost and / or time extension.
  • Ensure that the external changes are taken up with the Client on a timely basis.
  • Ensure that the external changes (back-charges) are taken up with the Vendor and Subcontractors on a timely basis. Ensure we get adequately compensated for the same in a timely manner.
  • Assist the Project Director in the preparation of all financial and contractual correspondence.
  • Monitor key dates against dates defined in the main contract and any subcontracts and advise Project Controls Manager / Project Manager / Project Director of the implications of delays, if any.
  • Ensure that notices and certificates are issued and received in accordance with the Main contract and Subcontracts.
  • Ensure that the letters and notices from the client/vendors/subcontractors are appropriately replied to.
  • Ensure that contract requirements with respect to approvals of vendors/subcontractors, provision of bank/parent company guarantees and insurances are adhered to.
  • Finalize the flow down clause plan in accordance with the awarded contract position and support Supply Chain Function with the negotiation of purchase order / subcontract terms and conditions.
  • Participate in project risk and opportunity management process.
  • Participate in the effective running of the consortium and ensure there is a focus on relationship management.
  • Provide input to the insurance dept. on an ongoing basis and ensure that the appropriate insurances are in place.
  • Prepare project weekly and monthly progress reports for internal and external distribution as per internal and Contract requirements.
  • Manage commercial close out of main contract. Submit and follow up applications for Completion Certificates. Monitor bank guarantee and retention releases.
  • Review documents for customs clearances, legalization documents and tax documents.
  • Responsible for preparation and management of any claims arising on the project.

Basic Qualifications:

  • University degree (BSc or higher).
  • Tertiary qualification in Quantity Surveying, Engineering, Supply Chain Management, Business Management, Business Law or similar. MRICS accreditation desirable.
  • Minimum 20 years experience in commercial and contracts roles within oil and gas and/or construction industry.
  • Specific experience of mega onshore LNG projects desirable.
