Managing the activities of tender preparation and submission, including identifying the required resources, materials, equipment, costing, pricing …etc. Ensuring tenders are prepared with proper coordination with concerned Departments and that they have been developed as per policies in a competitive and commercially feasible manner.

Experience
Minimum - Fifteen years in construction at which at least 5 are in a managerial position

Tendering Department Manager
Duties and Responsibilities
Supervising the implementation of Policies, Goals and Strategies
Ensuring that instructions, circulars and organizational and technical decisions are followed and applied.
Conducting periodic meetings with subordinates to guide them and coordinate their activities.
Executive & Technical Duties
Overseeing the documents control mechanism for all tender documents and ensuring they are properly filed and indexed for future reference.
Reviewing and analyzing the technical requirements of clients' tenders and examining the commercial aspects of the requirements.
Ensuring that the scope of the potential project is clearly understood and that subordinates fully comprehend all the details and aspects of the tender via conducting meetings with the potential client and/ or customer.
Managing the collection of market data and quotations through Materials Section Head, in a manner that would ensure the proper preparation of tenders with correct and sound information pertaining to delivering tenders with correct specifications and with minimum discrepancies.
Ensuring that all tender documents along with any amendments are distributed to all related parties.
Drafting the "Management Committee" reports at different stages of Tender Period for approval by Tendering Director.
Assisting Tendering Director in contract negotiations with clients to maximize the benefits for the company.
Assisting Tendering Director in working towards upgrading department Systems.
Prequalify C&A subcontractors in coordination with SCM as per our requirements and policies.
Monitoring/ Instructing/ Following-up with Material Section Head on C&A vendors follow-up.
Reviewing C&A budget and developing proper recommendations before forwarding to the Direcotor.
Reviewing RFQ prepared by Material Section Engineers in coordination with Material Section Manager.
Drafting and Calculating risk items and setting proper recommendations before forwarding to the Director.
Reviewing relevant tender items with SCM section head the Materials/ Subcontract prices and secure their approval.
Duties and Responsibilities
Investigating any areas or opportunities of value engineering in coordination with the engineering department.
Coordinating with project managers in the tender process and incase the project was awarded, they would be involved in the project from its initial stages.
General Administrative Duties
Specifying manpower requirements for the department according to the recruitment and selection and human resources planning practices.
Recommending training needs of subordinates and evaluating the outcomes of training courses in coordination with the concerned human resources personnel.
Conducting performance appraisals for subordinates according to scheduled plans and recommending necessary actions as per the applied practices.
Nominating a deputy to carry out the responsibilities of the position whenever the need arises.
Performing other duties related to the job as assigned by the Tendering Director.
Communication Channels
Internal (Within the Organization)
Coordinating with technical services division to agree on initial project plans, drawings and timelines.
Coordinating with the operations and resources divisions to identify the availability of resources.
Coordinating with the construction department within the projects for inquiries and for developing detailed tenders.
External (Outside the Organization)
Communications by Materials Section Head with potential vendors to obtain proper quotations and in the timeline given.
