To provide a comprehensive project controls function for a project, including cost estimating, project planning, progress measurement and reporting, budgeting and cost control, resource planning, risk management, document control and administration.Where specialist planning, cost control or estimating personnel are included within a team, each of those resources may perform tasks to complete the responsibilities set out below. In this situation, the PSM function remains to oversee, facilitate and ensure the performance of those responsibilities in accordance with Standards and Guidelines.
Develop and manage an organisation that provides fit for purpose, timely and effective project controls support to project(s) and demonstrate visible leadership and commitment to excellent HSSE performance in support of the Project Manager’s accountabilities.
· Develop, and submit for approval, cost estimates, resource and planning schedules for the project(s) at key project stages from screening to close-out. Support cost and schedule quantitative risk analyses, using probabilistic techniques and use this to support the estimation and management of contingencies.
· Lead, or participate in as appropriate, the development of a project risk register to provide for identification, mitigation and monitoring of project risks. Ensure the provision of suitable project controls tools to optimize compatibility both with recommended systems and the contractors’ systems.
· Prepare and maintain project cost, planning and document control strategies, plans and procedures; provide input to the project strategy and associated execution plans, ICT strategy and other project documentation.
· Prepare and maintain the project work breakdown structure to reflect the standard WBS format. Prepare project controls elements of bid specifications and review tender submissions prior to contract award.
· Develop a Potential Change and Variation Order Proposal Register; account for Potential Changes in cost and schedule forecasts. Maintain timely awareness on project cost and planning performance against budget and schedule; analyse Potential Changes; recommend corrective actions.
· Agree project arrangements for managing AFEs with Contracts Manager and Project Accountant, and implement accordingly. Review contractors’ cost and schedule reports and recommend corrective action where necessary.
· Prepare regular and timely progress reports, rolling up contractors’ cost reports and schedules into an overall integrated cost report and overall project schedule, detailing progress against plans and budgets, for circulation to project and asset management, project partners and stakeholders.
· Populate and update ProSpace data for the project monthly report, and submit other progress information as requested for management and shareholder reviews.
· Co-ordinate the provision of support logistics for the project team. Monitor and review the project controls element of contractor performance throughout the contract life-cycle; recommend corrective action where necessary.
· Contribute to peer assists, peer reviews and functional reviews. Act as the project controls expert in discussions with regional management teams, partners, authorities and other stakeholders outside the asset team
· Contribute to the knowledge base to assist in the development of best practice project controls and contribute to the central knowledge base to assist in the development of best practice project controls guidelines and procedures.
· Ensure the capture of project Close-out information and share with to enable recycling of data to improve estimating and schedule preparation data resources.
Technical professional with broad exposure to E&P/LNG business, based upon good working knowledge from opportunity evaluations and project management.
Verifiable record in the successful provision of project services on at least one complex hydrocarbon gas project in ‘medium’ to ‘high-focus’ environments, including development of cost estimates, schedules and budgets, and the monitoring of contractor performance against these.
Gained wide exposure to cultural and geographical environments.
Able to lead the implementation of HSE improvements.
Had exposure to range of technical and commercial lifecycle activities.
Has sound understanding of the financial and commercial impact of project and engineering decisions on project attractiveness and performance.
Able to respond to customer needs.
Experience of working with joint venture partners
Broad experience of EPC or EPCM contracts
Hands-on experience of using project control systems and procedures supported by current software applications – Excel, Questor, @Risk, MS Project, Primavera P6 etc.
Experienced in reviewing and challenging contractor estimates, schedules and risk analysis
Experience in benchmarking
Experience in the development and application of cost and schedule risk analysis procedures
Competent to lead a multi-disciplinary project services team and mentor and inspire other team members
Skilled in the application of assurance processes for projects.
Qualifications & Skills
• Educated to first degree, or equivalent, in a relevant discipline.
• Chartered member of a relevant engineering institution, or equivalent, preferred.
• Ability to interpret and use data from cost estimates, project schedules and risk analyses to assist in decision making.
• Excellent communications skills, both written and oral, with the ability to challenge others in a constructive manner and negotiate with internal peers and partner representatives to influence decisions or ways of working.
• Good team player with a pro-active and flexible attitude, and able to work in a multi-cultural environment.
• Fluent in English.
