Minimum 5 years experience in Oil and Gas Industry or other sector where certified turnover and completions process is utilized, ideally having held a either an engineering, operations, or a construction / commissioning role

Position Summary

The Completion and Turnover Engineer ensures project compliance with the System Turnover Procedure and Guidance on Certification (GoC) process within the respective pillar of the Whiting Refinery Project. Through implementation of the GoC process, the individual will support the delivery of technical integrity during the installation and commissioning phases of the project. The role holder must have strong organizing, influencing, written communication, and verbal communication skills to provide clarity and direction on turnover performance within the Pillar Organization. The Completion and Turnover Engineer will need to interface with refinery and EPC contractor teams at all levels and adapt to the dynamic environment that typically occurs during transition to system completion.

Essential Functions/Key Accountabilities

  • Responsible for the delivery of technical integrity through construction and commissioning by ensure compliance with the principles of the GOC process.
  • Serves as the lead team member on the integrated EPC contractor/Refinery Pillar Turnover team supporting construction completion and turnover to refineries Commissioning and Operations.
  • Coordinates with the EPC contractor, Construction, Operations, and Commissioning Management to develop and maintain a system turnover schedule which integrates construction completion with the requirements of the Commissioning Team. Assists EPC contractor in developing recovery plans for schedule slippages.
  • Provides ownership and drives resolution of issues related to or impacting system completion.
  • Assures that all necessary documentation is provided by EPCs at turnover in a timely manner, routinely auditing the turnover process and documentation to demonstrate compliance to GoC requirements.
  • Participates and coordinates as necessary all daily/weekly system status and turnover punch list meetings.
