Regional Expediting/Sourcing/Purchasing Specialist job in Singapore
Qualifications Required:
- Bachelor's Degree in Business or Supply Chain Management
- Demonstrates a broad knowledge of the procurement process with a minimum of 10 years experience in a Lead Procurement Role.
- Able to effectively communicate commercial solutions and post award management concepts to procurement personnel and non-procurement personnel
- Ability to support Integrated Procurement worldwide, work with suppliers to develop supplier agreements
- Understand local and regional regulations
- Working knowledge of Microsoft Office Applications (Word, Excel, Access)
Objectives of Job:
- To provide support and expertise to project assigned personnel in the Expediting and Purchasing functions, as well as Sourcing potential suppliers in developing countries that can provide a quality product at competitive pricing and delivery.
- Understand and be aware of changing market conditions with regards to availability and cost of materials, equipment and services.
- Plan for and implement systems necessary to support operations for domestic and international projects run in the region.
- To ensure continuous improvement in the performance of our suppliers within the region.
Main Function within Department:
- Establish and maintain effective training programs to develop existing and new personnel in support of the Region.
- Work together with the Expediting/Sourcing/Purchasing Leads in the other regions.
- Review strategies with new suppliers within the region that can produce quality products for all our projects. New suppliers must be able to demonstrate an ability to meet not only the quality requirements, but must be able to add to the bottom line by means of pricing structures and production schedules that are better than the current suppliers that the Company already has.
- Regularly review the Supplier Performance Evaluations and meet with suppliers that are not performing as the company expects. Develop improvement plans with these suppliers and continue to follow up with the suppliers to make sure that the plans are implemented.
- Review the performance of 3rd Party Expediters.
- Establish blanket supplier agreement Terms and Conditions with key suppliers where appropriate.
- Follow and utilize Companies policies and procedures and participate in further updates, development or modifications of the procedures, systems and tools when required.
- Effectively communicate with Senior Procurement Management and other internal personnel.
- In addition to the duties and responsibilities listed the job holder is required to perform other duties assigned by the supervisor/manager from time to time.
Responsibilities and Duties:
During the bidding stages of a potential project, assist as follows:
- Provide input to the procurement execution plan
- Provide assistance in determining potential suppliers for sourcing
- assist in preparing the expediting plan based upon the Purchase Order criticality ratings and sourcing plan
General:
- Maintain local/regional AML/ASL and work with other regions to maintain a global AML/ASL
- Monitor and assist in procurement systems set up
Work Relationships:
- Provides support to project personnel as required, to support the projects.
- Develops and maintains meaningful relationships with applicable internal peers.
- Develops and maintains relationships with appropriate key supplier management personnel
Reports to:
Regional Director of Procurement
Co-ordinates with:
Project Management, Engineering, Procurement Personnel, Estimating, Project Controls, Construction, Business Development, Legal, Finance and Insurance during proposal preparation. Co-ordinates with procurement personnel to provide support to project procurement team during project execution.
