Hays Oil & Gas has been chosen to work with a international oil & gas company that provides integrated solutions to from upstream to downstream segment of the market.

There is a requirement for RUSSIAN SPEAKING REFINERY DEPUTY GENERAL MANAGER to work on 6 weeks on (Mon-Sat) / 2 weeks off FIFO rotation in one of the CIS / FSU countries.

The ideal candidate will be a Russian speaking expat who will manage the procurement of feedstock / crude into the refinery; manage day to day operations of the refinery; manage the marketing and sales of the final refined product to the local and international markets. This role will involve frequent travel within CIS. Report to GM and President of the company.

Responsibilities:
Review and develop marketing and supply activities to improve Company results.
Interface with the Company Clients, Investors, and Board of Directors
Assist the General Manager (GM) in the overall technical and financial and organisational management of the Company.
Assist where necessary the GM in directing the work of the Administration Manager, Marketing Manager, Refinery Manager, Chief Accountant, Company Attorney, Office Manager , HSE Manager and Quality Assurance Manager
Develop and maintain market intelligence system with marketing manager to achieve the effective purchasing of feedstock and sales of refined petroleum products and ensure an effective financial operation of the Company marketing procedures.
Develop with Marketing Manager sales strategies both wholesale and retail.
Assist the GM in supervising the refinery manager to ensure the safe and efficient Refining and Transportation of unrefined and refined Petroleum Products meeting contract nominations requirements ensuring the efficient and cost effective operation of the facility while adhering to all HSE and regulatory standards.
Liaise through the Refinery Manager to adequately supervise the actions of the all subcontractors. Ensures maintenance objectives are achieved including implementation of predictive, preventive, and corrective maintenance works while minimising facility downtime. Supervise the planning and execution of annual maintenance campaigns and Capital Expenditure for the facility.

Review with the Chief Accountant that at all times the Company is compliant with the existing Company Accounting Policy and Internationally recognised Generally Accepted Accounting Principals.
Prepare with the GM and Chief Accountant capital and operating budgets with the assistance of other accounting Company staff.

Requirements:
Technical undergraduate degree preferably in Chemical or Petroleum Engineering or Science required with MBA desirable but not mandatory
Minimum 15-20 years experience in oil and gas industry with at least 10 years general supervisory experience with strategic, operational, technical and financial control.
