we are looking for a chartered engineer or at least someone with a degree in science or engineering who has at least 5 and ideally 10 years experience of working as a safety engineer (risk assessments. quantified risk assessments, HAZOP, HAZAN, SIL assessments etc) in the process industries with ideally some experience in the UK offshore Oil and Gas

Job Summary

This position is responsible for the provision of safety engineering support to the SNS operation. Responsibilities include ensuring compliance with UK QSHE legislation, codes of practice, guidelines, industry standards and best practice.

Key Tasks

- Providing coaching, guidance and advice to operations, engineering and other support teams to ensure compliance with applicable legislation such as COMAH, SCR, PFEER, DCR, PSR and PSSR.

- Facilitating hazard identification and risk assessment processes using a wide range of tools, such as HAZOP, HAZID, FMEA, ETA, SIL studies, Fire and Explosion Studies, EER/TR/Occupied Building Impairment Studies as a means to identifying measures to reduce risks to as low as reasonably practicable (ALARP).

- Commissioning, conducting, reviewing and interpreting quantitative risk assessment (QRA) data as an aid to support cost benefit analysis decisions. Interfacing with risk management consultants in the provision of and quality of QRA data.

- Liasing with regulatory bodies on matters of QSHE, understanding regulatory drivers and providing guidance to Perenco on matters of regulatory compliance.

- Keeping up to date with changes in QSHE legislation, codes, guidelines and industry standards, interpreting these changes and assisting in the development of actions to meet such requirements.

- Identifying opportunities and efficiencies to improve overall QSHE standards and performance throughout the SNS operation.

- Maintaining key QSHE documentation such as COMAH Safety Reports, Offshore Safety Cases, Emergency Response Plans and Performance Standards.

- Supporting SNS in the understanding and development of HSE tools, procedures, guidelines and instructions required to manage the SNS business effectively.

Safety Related Tasks

- Incident Management Team (IMT) Participate on the duty rota as HSE/Planning Coordinator in times of emergency or crisis.

- Incident and accident investigation Be able to thoroughly investigate the more serious incident and accidents and provide recommendations to management to ensure lessons are learned and regulatory reputation is managed.

- Safety Leadership Promote safety leadership to the offshore teams and the office staff by making the appropriate interventions to prevent unsafe situations or unacceptable risks being taken whilst ensuring work is carried out efficiently. Challenging traditional thinking where appropriate.

- Management of change (PMPs) - With a good understanding of the management of change process and based on operational experience, review and approve pmps for propsed changes to either onshore or offshore modifications.

- Compliance - Ensure compliance with all health, safety and environmental legislation and best practice for all aspects of production operations. Ensure that the HSE & DTI are informed of operational issues as appropriate and develop good relations with them to minimise regulatory penalties.

- Risk Management Understand and manage the offshore operations to ensure that Perenco UK are not taking inappropriate risks in executing their work. This requires a thorough knowledge of HSE acceptable standards, risk management tools and practical operational experience to ensure the correct risk (benefit analysis is carried out).

Qualification/Experience requirements/Personal attributes

The jobholder must posses a strong knowledge of the offshore gas business and have a sound knowledge of engineering, maintenance management principles, planning and logistics and relevant legislation. In addition, the jobholder must possess good coaching and facilitation skills and be able to create an environment for free thinking in order to identify hazards and risks which may arise from changes in people, equipment and/or organisational structure.

The individual would ideally be degree qualified and have good experience in the oil and gas offshore industry or equivalent. Extensive experience in an engineering / QSHE role would be expected.
