Job Description
This is an excellent contract for approximately 1.5 to 2 years in Russia starting in Moscow for approximately 6 months and then going on to Sakhalin Island for the duration.
Contracts will be set up in Moscow and work will be supervised from the site.
Formal QS / contract law qualification preferred.
Oil & Gas / Petrochemical industries experience required at least 10 years.
Onshore and Offshore Pipeline and Sub-sea experience required.
International experience required.
The subcontracts engineer should have experience in tendering evaluating bids and on site administering change orders and assisting in approval of payments to the chosen contractors.
A good working knowledge of the various international contracting forms is essential.
Experience in specialised offshore contracts especially dredging would be considered favourably.
Duties would involve the following:
• Conducting prequalification evaluations processing queries from tenderers and preparing supplier / contractor shortlists in conjunction with lead engineers.
• Handling the compilation of ITT documents. Adapting tenders to suit specific client requirements as and when required.
• Setting out the ground rules for all elements of ITT packages so that technical inputs are provided by engineers in the correct format and level of detail. In certain cases assisting with drafting of technical sections under guidance of engineers.
• Participation in the bid evaluation process ensuring the schedule is maintained and all activities follow the agreed tendering procedures.
• Participation in tender negotiations ensuring all agreed positions are clearly documented.
• Preparing Bid Recommendations by obtaining input from technical and engineering staff.
• Ensuring the final negotiated position with the successful tenderer is backdrafted to form the final contract document.
• Carrying-out post-award contract administration including:
o Drafting of contractual letters.
o Ensuring compliance with contract terms and conditions.
o Negotiation of contract Variation Orders and Amendments.
o Responding to and negotiating contractor claims.
o Assistance in the forecasting of final contract values.
o Provision of month valuations and financial details for reporting.
