Senior Instrument Engineer - 7321 job in Kazakhstan
Purpose:
To provide Instrumentation technical expertise to the Eskene West Rail Project EWRP. This comprises coordination of Contractor services in the execution of the Instrumentation and Control Systems design for EWRP Rail Loading Facilities RLF and Marshalling Yard MYD. Responsible for support and advice to EWRP Manager and Senior Project Engineers and coordination with other technical discipline engineers as required to complete Study work and Detailed Engineering for EWRP
To ensure the timely completion of engineering activities in accordance with RoK and Agip KCO Instrumentation and Control System Codes Standards and Specifications.
To provide Instrumentation & Control engineering expertise and support to the Eskene West Railway Project EWRP through all execution phases including Detailed Design Construction and Commissioning/Start Up.
Accountabilities and Responsibilities:
• Responsible for interfaces between Instrumentation Control and Telecoms with other disciplines and OPF.
• Provide Management with information on scheduling and highlight potential problem areas.
• Management of the EWRP Engineering Procurement & Construction contractors to ensure they meet instrumentation and control systems deliverables as per the agreed schedule.
• Review and approval of instrumentation and control systems deliverables.
• Provide technical expertise and support for Technical Queries from EWRP Contractors.
• Ensure a smooth and effective transfer of data and information between EWRP Contractors from EWRP Contractors to the company and with other contractors working on the wider Onshore Project.
• Lead the identification creation and/or adoption of appropriate Instrument engineering standards with appropriate consideration of Kazakhstan Codes & Standards.
• Identify and assess correct technologies and systems to facilitate improvements in design and operability of a large-scale field development project.
• Provide technical support to Automation and Telecom engineers.
• Advise on Instrumentation equipment standardization availability and sparing philosophies.
• Undertake technical integrity and HSE reviews/audits.
• Participate in HAZOP and HAZID meetings and discussions.
• Participate in SIL assessments.
• Participate in process safety management.
• Provide assistance to the construction contractors on all Instrument aspects.
• FAT attendance if required.
• Ensure the design proposed is in line with PRC agreements and all equipment deliveries are fully satisfied in accordance with RoK certification requirements
• Supervising contractors executing design procurement and construction activities ensuring the quality and time and cost control of the works
• Assessing capabilities and limitations of Kazakh contractors/suppliers
Qualifications & Experience:
The job holder must have:
• Degree in Instrument & Control Electronic Engineering or equivalent.
• Fluent English.
• Minimum of ten years discipline experience preferably in infrastructure and utilities projects during Detailed Design Commissioning and Start-up. Extensive site experience as well as design house experience.
• A previous similar company role especially in interfacing with major Contractor.
• Experience of interfacing field instruments and package equipment with supervisory Integrated Control Systems ICS.
• Experience with all major vendors of field instruments and process plant equipment.
• Familiarity with latest IEC proposals and SIL analysis.
• Strong history of working with other related disciplines Process Electrical Safety Rotating Equipment Operations.
• Experience in design with stringent requirements in terms of HSE
• Experience in Former Soviet Union and/or Caspian Area would be an advantage.
